Constitutional Justice and Social Practice in Russia
(Safeguards of Independence of the Constitutional Court of the Russian Federation and Major Ways of Impact by it’s Decisions on Social Practice).

The report presents an experience of activities of the Constitutional Court of the Russian Federation for the past 10 years (1991-2001), of securing autonomy and independence of the Constitutional Court and it’s judges, including financial and material guarantees.

Together with general information about cases decided by the Constitutional Court, the report gives a description of the positive impact by the Constitutional Court decisions and it’s legal positions stipulated therein on various aspects of life in society and state. These include: protection of rights and freedoms of man and citizen; organisation and functioning of public authorities, embracing, in particular, aspects of observing constitutional principles of separation of powers, constitutional federation, local self-government, administration of justice. The report shows an active role of the Constitutional Court in forming legislative process, furthering improvement of law-making both on federal level and in the subjects of the Russian Federation. In conclusion the report defines the ways of raising the effectiveness of the Constitutional Court activities, execution of it’s decisions as well as legal positions in the name of respect for human dignity, human rights and freedoms, development of free civil society, real democracy and rule of law.
