3. Co-operation with the Committee of Ministers

Within the framework of its co-operation with the Committee of Ministers, the Commission will hold an exchange of views with Mr Pietro Ercole Ago, Permanent Representative of Italy to the Council of Europe, in particular concerning the creation of a general judicial authority of the Council of Europe (see item 13 below) and with Ms Milena Smit, chargé d'affaires a.i. of Slovenia to the Council of Europe.

4. Co-operation with the Parliamentary Assembly

The Commission will hold an exchange of views with Mr Erik Jurgens, Member of the Committee on Legal Affairs and Human Rights, Member of the First Chamber of the States General, Netherlands on co-operation with the Assembly.
It should be noted that the agenda items concerning Croatia and Moldova (see items 9 and 10) fall within the framework of co-operation with the Parliamentary Assembly.

5. Albania

The Commission is invited to hold an exchange of views on the Albanian law on the organisation and functioning of the Council of Ministers (CDL (2000) 80 rev) on the basis of the opinions drawn up by the Rapporteurs, Messrs Bartole, Nolte and Ms Suchocka (documents CDL (2000) 91, 92 and 108).

6. Armenia

The Secretariat will report on the results of the visit of the Venice Commission Delegation to Yerevan on 15-18 November 2000 (document CDL (2000) 93). Messrs Haruntunian and Tigran Torossian, Vice-Speaker of the National Assembly of Armenia, are invited to present the programme of co-operation of the Venice Commission with the Armenian authorities in the context of Armenia's accession to the Council of Europe. The Commission will be invited to adopt this co-operation programme.

The Commission will be informed on progress in work concerning constitutional revision in Armenia, following the meeting of the Working Group which took place in Yerevan on 16-17 November (document CDL (2000) 102).

In addition, Mr Bernard Owen is invited to present his opinion on the Electoral Law of Armenia (document CDL (2000) 103).

7. Azerbaijan

The Secretariat will report on the results of the visit to Baku on 30 November and 1 December 2000 (document CDL (2000) 105). Messrs Hajiev, Safa Mirzoyev, Head of the Administration of Milli Mejlis and Ranuz Melidiyev, Head of the President's Administration, are invited to present the programme of co-operation of the Venice Commission with the Azeri authorities in the context of Azerbaijan's accession to the Council of Europe. The Commission will be invited to adopt this co-operation programme.

Mr Georg Nolte is invited to present his opinion on the Law on elections to the Milli Majlis (document CDL (2000) 63).

8. Bosnia and Herzegovina

The Commission will be informed on recent constitutional developments in Bosnia and Herzegovina and on prospects of co-operation with authorities of Bosnia and Herzegovina as well as its activities in the near future.

9. Croatia

The Commission is invited to hold an exchange of views with Mr Tonino Picula, Minister of Foreign Affairs of Croatia regarding latest constitutional developments in Croatia and on how co-operation between the Commission and Croatia can be developed in the future.

The Secretariat will report on developments concerning the revision of the constitutional law on the protection of minorities in Croatia (see document CDL (2000) 109).

In addition, the Commission is invited to hold an exchange of views with Mr Smilijko Sokol, President of the Constitutional Court of Croatia on the constitutional law on the Constitutional Court of Croatia (CDL(2000) 98) on the basis of comments by Ms Janu and Mr Vandernoot (documents CDL (2000) 96, 97, 99). The Commission is also invited to take note of document CDL (2000) 100 concerning the co-operation of the Constitutional Court with the Venice Commission advisers.

10. Moldova

The Commission is invited to examine with a view to adoption the final report on constitutional revision in Moldova drawn up by the Secretariat on the basis of contributions by Messrs Jowell, Tuori and Ms Suchocka (CDL (2000) 95).

11. Federal Republic of Yugoslavia

The Commission is invited to hold an exchange of views with the representative from the Federal Republic of Yugoslavia regarding latest constitutional developments in the Federal Republic of Yugoslavia and on how co-operation between the Commission and the Federal Republic of Yugoslavia can be developed in the future.

- Georgia
Mr Demetrashvili is invited to inform the Commission on recent constitutional developments in Georgia in particular concerning the situation in Abkhazia.

- Kazakhstan
Mr Tolmachev is invited to inform the Commission on recent constitutional developments in Kazakhstan.

- Kyrghystan

Mr Kosakov will inform the Commission on the elections of the President of the Kyrgyz Republic which took place in October 2000.

- Switzerland

The Secetariat will inform on the revision of the electoral legislation in the Ticino Canton.

- United Kingdom
Mr Jowell is invited to inform the Commission on the constitutional issues raised in the United Kingdom concerning devolution.

- United States of America
Mr Rubenfeld is invited to inform the Commission on the constitutional aspects of the last presidential elections in the United States, and particularly the judicial proceedings which followed.

1. General Judicial Authority
The Secretariat will inform on the results and conclusions of the meeting of the working group held in Venice on Thursday, 14 December. The Commission is invited to examine with a view to adoption the draft report on the creation of a general judicial authority (document CDL (2000) 46 rev).

2. Study on the constitutional amendments necessary for the ratification of the Statute of the International Criminal Court

The Commission will be informed on the results and conclusions of the meetings of the Working Group held in Paris and Venice on 1 and 14 December and may be invited to adopt the draft report on the constitutional issuses raised by the ratification of the Statute of the International Criminal Court (document CDL (2000) 104).

3. Study on the execution of constitutional review decisions

The Commission will be informed on the progress of work on the study on the execution of constitutional review decisions (documents CDL (2000) 90 and 101) and may be invited to adopt the draft report drawn up by the Secretariat.

4. Seminar on the creation of a UniDem campus for the legal training of professionals (Trieste, 11-12 December 2000)

The Commission will be informed on the results and conclusions of the seminar on the creation of a UniDem campus for the legal training of professionals which was held in Trieste on 11-12 December 2000.

5. Report of the meeting of the Sub-Commission on Democratic Institutions (14 December 2000)

The Chairman of the meeting will inform the Commission on the results and conclusions of the meeting.

- Guidelines on the financing of political parties

The Commission will be informed on the results of the meeting of the working group held in Paris on 30 November 2000 and may be invited to adopt the guidelines on the financing of political parties (CDL-PP (2000) 6).

6. Report on the meeting of the UniDem Governing Board (14 December 2000)

The Chairman of the meeting will inform the Commission on the results and conclusions of the meeting.

The Commission is invited to confirm the date of its 46th Plenary Meeting: 9-10 March 2001. Sub-Commission meetings will take place as usual on the day before the Plenary meeting.
