SUMMARY STATEMENT OF THE SERVICES PROVIDED BY THE CENTER OF CONSTITUTIONAL LAW OF THE REPUBLIC OF ARMENIA
The following systems have been prepared and established with the assistance of the Center of the Constitutional Law:
All the systems have been established on the basis of specially prepared conception, which has began to be prepared from 1989-1991, when the works on the creation of the first Armenian text-processor "Hayk", editor, text decoder, dictionaries and translators were being done, with the investment of functions of the text decoder and hypertext technologies. The text processor "Hayk" has won the price granted by the Government of Armenia in 1992.
1. In 1996-1997 the thesaurus of legal notions in four languages (Armenian, Russian, English and Spanish) has been established with the financial assistance of "Eurasia" fund and with the participation of specialists form the National Assembly of the Republic of Armenia, the Constitutional Court of the Republic of Armenia, the Center of Informational Technologies and Center "Search". The online version of the thesaurus has been placed in the first Armenian multilingual electronic database "Hayknet" (In the Internet, 1996) in the form of electronic translating dictionary. The thesauruses of the Council of Europe, Russia and the National Assembly of the RA have been taken into account during preparation of the new thesaurus. The "Hayknet" database is registered in the National Copyright Agency of the Republic of Armenia, certificate N00092, 12.09.1996.
2. In 1996 "The tax legislation" hypertext online database in three languages have been established jointly by the Center "Search" and the Tax Agency of the RA. The tax legislation has included all the legal documents regulating the tax field of the Republic of Armenia. For the first time new technological approaches have been fulfilled. The database includes not only the texts of laws, but also the easy transfer from a version in one language to the other, a program on comparison of the texts of current laws with the previous versions by showing the two versions on the screen in the same time. Any amended article includes a reference to the previous version and to the article of the law, which is the source of amendment. database is registered in the National Copyright Agency of RA, certificate N00134, 21.02.1997.
3. In 1997 the system "2000 Armenian enterprises and organizations" in three languages (Russian, English German) has been established jointly by the Center "Search" and Business Support Center (Armenia). The basis of this system is the search program through name, address, data of head, telephone and keywords.
4. In the search system "World Wide Constitutions", established in 1998 there are included Constitutions of 146 countries (119 - in English, 67 - in Russian, 20 - in Spanish, 3 - in French), Armenian-Russian-English electronic dictionary of fundamental constitutional notions and main notions on Human rights (accordingly 474 and 179 word and notions).
The system is registered in the National Copyright Agency of RA, certificate N00227, 15.04.1998.
The system has been registered in several hundreds samples on CD and has been submitted to the Constitutional Courts of various countries, the representatives of Venice Commission, international organization, participants of seminars and conferences organized by the Constitutional Court of the RA, and has been highly appreciated.
The system is situated in the Web site of the Constitutional Court of the RA (http://www.concourt.am/wwconst), as well as in the Web page of the International Association of Constitutional Law (IACL).
5. The system "Human Rights Documents" (1998-1999) in three languages (Armenian, English and Russian), consists of 4 sections: documents of the Republic of Armenia, international documents, as well as Armenian-Russian-English dictionary of main notions on Human rights (179 notions). This project has been financed by the Bureau of Educational and Cultural Affairs of the U.S. Department of State, and is administered by the International Research & Exchanges Board (IREX).
The section "Armenian documents" consists of the Constitution and the laws of the RA on human rights: 130 - Armenian, 109 - Russian and 4 - English; international documents ratified by the RA (general number is 44, 5 of them are situated in the system in full text). In the subsection "Other resources" there are included articles on human rights.
In the section "International documents" the references are made to systems of the UN and Human Rights Center of Russia. The sections includes 120 international documents on human rights: more than 1300 in English, 5 in Armenian, 176 judgments of the European Court of Human Rights in full texts, list of 244 multilateral CIS treaties.
The systems "The World Wide Constitutions" and "Human Rights Documents" include program of comparative analysis "Search", which gives an opportunity to implement multilingual search in natural language (not formalized) of documents in full text. The founded word in the documents are highlighted by color in order to find easier and faster, as well as it is possible to pass from one founded notion to an other by relevant orders. The system allows by its means to fulfill analysis of documents, comparison and synthesis very easily and effectively. The founded documents are classified according to level of compliance of inquiry and document. One of the privileges of the system is also the fact, that the efficiency of the search does not depend on topic of the document. The speed of the search is 350 million symbols.
The key words in three languages included in the system make it possible for persons, not having legal profession, to enjoy the system and get answers to the interested questions. The system together with the search has been written on CD and has been hosted in the Internet.
In 1998 November, on the request and invitation of the National Committee of Human Rights of Mexico, training courses have been passed and an analytic system of human rights documents and legal norms on the basis of this system has been established in Mexico.
5. In 1999-2003 the system has been developed and now it is implementing text, subtext search in Armenian, Russian and in English. The search can be done by sections, subsections, titles of laws, date of adoption, body adopted the law and by words, notions and sentences from the text of the documents and entered by the user. All the words founded in result of search are colored and it is possible to pass from one word to other.
There are included in the system functions if works with dictionary, as well as means of automatic formulation of inquires. The work with htm, txt, doc format is insured. The system is open and it is possible to add new documents from any directories of the computer and network. In the process of search a compliance is established between the requested notion and the document, in result of which the documents strictly in compliance with the inquiry are founded. The documents are ranked by decrease of number of the founded notions. The interface is organized in a manner in order to make accessible all the tools during each moment of the work and understandable for persons, who have no experience using computer.
There is dictionary in three languages in the system, which can easily and quickly formulate a text file. It is possible also to lead a dictionary. There is a separate search system for the dictionary. If a word is chosen from the dictionary, upon the changing of the language of the system, the chosen word automatically is translated into the chosen language. It makes it possible for the Russian-speaker or English-speaker user, who is not aware of Armenian notions, to make a search in Armenian document. It is possible to form individual dictionaries.
The system is experienced on the basis of the system "The legislation of the RA", which includes more than 300 laws in Armenian, 200 in Russian and 17 in English, as well as laws on amendments, the previous versions of amended laws in html format. The smaller version of the system has been used by the Center of the Constitutional Law of the RA in 1999 May (within UNDP project) in the "Elections" informational searching system, which has been spread in all courts of the RA. The developed Internet version of the system has been integrated in the system "Electronic media of the RA" in 2001, which has been fulfilled within the project of the USA State Department "ProMedia" (IREX). The system has been highly appreciated both by the specialists of the Republic of Armenia and foreign countries.
While preparing the system, it has been done the research of systems of legal information, of scientific and educational systems (for example, CODICES in English and French, "Legal world", "USIS", "Consultant Plus", etc. in Russian, "Irtek" in Armenian, WebCT). The development of the system requires the enlargement of the search system, preparation of pdf format documents. This format enables to include more largely modern informational technologies, which will ensure the protection of copyrights, public, popular and new standards and solution of non compliance of fonts:
Various seminars, conferences, lectures and trainings have been organized on the basis of this systems, one dissertation, 2 monographs, tens of articles and reports have been published, including in the Venice Commission, in International seminars in Yerevan, in Rotterdam conference.
The Center of Constitutional Law of the RA fulfils also educational programs using the prepared systems and new informational technologies. For example, republican annual Olympiads "Constitution and law" for the pupils from schools and students from universities are organized since 1999. The facilities of online education, electronic library and post are used in Olympiads, tests and virtual law are sent to the participants. Year by year the technology of organization of Olympiads through electronic contact and Internet is developed, and it is possible to organize the Olympiads in the future in virtual manner. The results of the experience are used in the courses of informational law and in the preparation of standard of educational program, on the basis of which lectures are organized in Russian-Armenian (Slavonic) State University. A dissertation on "The principles and methods of search of multilingual resources in Internet".
Three doctors of sciences, 2 candidates of sciences, 5 lawyers and 4 programmers have been involved in the establishment of the systems.
5 republican Olympiads "Constitution and law" have been organized, Newsletter of Bodies of Constitutional Review of Countries of New Democracy "Constitutional Justice" is published (21 editions till now), International Almanac "The Constitutional Justice in the new Millennium" and various books are published through the Center of Constitutional Law of the RA. 8 international conferences have been organized by the Center of the Constitutional Law of the RA.
