Dear citizens of the Republic of Armenia,

 

I warmly congratulate you on the occasion of the Day of Constitution and State Symbols.

 

The Constitution itself is a manifestation of a certain public alliance anchored on the mutual consent of the members of the respective society. In the democratic state, the Constitution is an act envisaging a system of values, principles, checks and balances, as well as it serves as a guideline for the organization of social life and economic prosperity. Our Constitution reflects the democratic and universal values, which we, as the individuals stand for to ensure, and also the cherished ideals for which our society strives for. The Constitution guarantees all the freedoms and rights that each of us enjoys in our everyday life in various spheres of private and public affairs.

The preamble of the Basic Law has enshrined the cherished strive of the Armenian people to strengthen the sovereign statehood, and ensure the freedom of generations and civic solidarity. To my opinion, the principles and nation-wide objectives enshrined in the Declaration of Independence and the preamble of the Constitution shall be treated as an important moral and legal-political benchmark that now, more than ever, should serve as a pivotal point for the conduct of our public life and ensuring the civic solidarity. Therefore, our mission should not be the mere acknowledgement of the values and nation-wide objectives prescribed by the Constitution, but also transforming them into an integral element of our daily life and lifestyle.

This day is a great opportunity for the citizen of the Republic of Armenia to reconsider over the high value of the Constitution, sovereign statehood and national unity. This reconsideration process should be the path leading to the strengthening and prosperity of our fatherland, as well as guaranteeing the freedom of generations and general well-being.

 

May God protect our fatherland and all of us!

Dear Compatriots,

Distinguished Citizens of the Republic of Armenia,

 

Today the Constitutional Court marks the 25th anniversary of its foundation. It was in these days of 1996 that the first composition of the Constitutional Court was formed and assumed its mission. In those days, not only the activity of the new constitutional body envisaged by the Constitution of 5 July 1995 was brought to the life but also the foundation of the constitutional justice was laid in the Republic of Armenia.

Today, more than ever, the continuous development of the capacities and efficiency of the democratic institutions of our state has become a priority. At the same time, the Constitution is not merely the main legal-political document defining the rights and responsibilities, but it is also a significant factor in formation of axiology, value system and constitutional culture of any democratic state. In this context, the benchmark of the Constitutional Court is not only to ensure the supremacy of the Constitution as the basic law, but also to guarantee the constitutional culture and legal relations worthwhile to a democratic state. In an increasingly complex and transforming world, the society based on the rule of law and mutual respect is the best guarantee for having a strong and modern state.

 

Dear compatriots,

 

Availing this opportunity, I would like to address the words of my gratitude especially to all those who through their dedicated work have contributed to the development of the Constitutional Court over the past 25 years. I am confident that, while recalling this obliging anniversary, we will to take a greater responsibility for our past, present and future.

Dear compatriots,

 

This has been a year of multiple hardships and unprecedented challenges for the Armenian people. Many families welcome this New Year’s Eve and Christmas in a bitter grief and mourn the loss of their loved ones. The war unleashed against the Armenian people on 27 September 2020 brought to the loss of thousands of courageous Armenians, distorted our routine, put under the threat our pan-Armenian dreams.

Today I bow and I pledge my respect to every soldier, from a general to a private and a volunteer, from a reservist to the people responsible for the back-line who dedicated their lives for the security and peace of the Republic of Armenia and the Republic of Artsakh Your courage and heroism have, indeed, proved to be invaluable.

 

Dear compatriots,

At the same time, the year of 2020 was characterized by the unprecedented spread of new global pandemic - Coronavirus, which caused great human losses, and Armenia did not remain on the sidelines. I extend my condolence to all families who lost their loved ones due to the pandemic. On this New Year’s Eve, I would like to express my special gratitude to all our physicians at the forefront of health care and the employees in this field, who, during this pandemic, welcome the New Year at their working places and implementing their duties.

 

Dear compatriots,

The passing year was also crucial for the institutional development of the Constitutional Court, taking into consideration the recent constitutional amendments and the role of the Constitutional Court in the system of public administration of Armenia. Today, the Constitutional Court consistently carries out its basic constitutional mission by ensuring the supremacy of the Constitution in the Republic of Armenia. I do believe that in the new year the Constitutional Court will not only continue to administer constitutional justice for the benefit of every citizen of the Republic of Armenia, but also appropriate opportunities and fertile ground for the further improvement and strengthening of the reputation of the high Court will be created, which will also contribute, in general, to stabilization of the atmosphere of trust towards the judiciary.

 

Dear compatriots,

Although the traditional holiday seasonal mood is overshadowed by various problems, we must be well aware that today it is more relevant than ever to remember and to take care about our families, friends and the beloved. In such difficult conditions, each kind-hearted word is of the greater value than ever, and in such a challenging situation, it is the duty of each of us to be integrated and united.

 

May year of 2021 bring peace, health, prosperity and unbreakable faith in the future.

Dear compatriots,

 

I warmly congratulate you on the triple event of May - the Day of Victory and Peace, Liberation of Shushi and the Day of the Defense Army of the Republic of Artsakh.

There is no doubt that the Armenian people have played a decisive and unique role in the victory of the World War II. Today we commemorate and honour our brave compatriots, our parents, grandparents and great-grandparents who fought valiantly in the battlefields of the World War II, and bow our heads to the memory of all the victims of the Patriotic War and, of course, we celebrate the 75th anniversary of the great victory.

At the same time, on May 9, 1992, the Armenian people celebrated another great victory - liberation of Shushi and formation of the Defense Army of the Republic of Artsakh. The liberation of Shushi was, in fact, a pan-Armenian victory and a revival, which announced worldwide that the Armenian people are unbreakable and united in their struggle for survival, security and peace.

Once again, I would like to congratulate us on this triple celebration and wish our heroic victories to be irreversible and our achievements to be strong and lasting.

Today, February 6, 2020 marks the 24th anniversary of the Constitutional Court of the Republic of Armenia. As the guardian of the Constitution and responsible for ensuring constitutionality, the Constitutional Court has, since its inception, ensured and continues to ensure calling to life and implementation of the values, principles, human rights and fundamental freedoms enshrined in the Constitution of the Republic of Armenia.

By their daily impartial work the judges of the Constitutional Court contribute to the safeguarding of the important principles of the Constitution - the rule of law, the realization of the principle of equality before the law, and thereby guarantee the establishment of the rule of law state.

Let the Constitution serve at all times as an important document of the rule of law and every citizen of the Republic of Armenia be protected by the rule of law.

I would like to congratulate on the Day of Armenian Army. It is not only a good opportunity to express our gratitude and congratulations to our servicemen, soldiers, officers and generals but also to recall the glorious records of the Artsakh war, protection of the borders of Armenia, independence and freedom of our country, each episode of which is a unique act of pride and heroism.

The Armenian Army is the achievement of the fight and combined efforts of our people and each new success of the armed forces sums up our national aspirations and quest for a democratic and rule of law state.

This day has become festive at the expense of the lives of our sons. Eternal glory to our courageous sons who sacrificed their lives to their Motherland.

Honorable Mr Sahakyan,

 

On behalf of the Constitutional Court of the Republic of Armenia, we congratulate you on the Day of Human Rights, the Day of Independence Referendum and Constitution Day of the Artsakh Republic.

This is a great opportunity to recall and highlight once more the most important achievements of the Artsakh Republic since the independence referendum and to state that today the country has truly been established as a robust democratic state grounded on the greater understanding and respect for the importance of fundamental human rights and freedoms and rule of law.

Adoption of the Constitution has certainly played a key role in the establishment of statehood and self-determination of Artsakh as a basis for the formation of a number of constitutional legal institutions of the country, and, therefore, it is impossible to overestimate today's guidance and their triple importance for the Republic of Artsakh.

We wish you and the Armenian people of Artsakh blue skies, secure borders, immense courage and fortitude to preserve and strengthen the democratic foundations and rule of law.

Dear Compatriots,

 

The process of suspending my powers as a Judge of the Constitutional Court initiated by “My Step” faction of the National Assembly pursues, in essence, a political and subjective goal. The events preceding and following this process lead to such a conclusion, in particular:

- the Prime Minister Pashinyan's call made on May 19, 2019 to block entrances of the courts, including the Constitutional Court, was implemented on May 20 with the active participation of the representatives of the ruling political force, including members of the National Assembly;

- in case of holding the office by the President of the Constitutional Court, "the self-proclamation" of the newly elected Judge of the Constitutional Court V. Grigoryan as a President of the Constitutional Court at the session of the National Assembly on June 20, 2019 and an open endorsement by the political majority of the National Assembly;

- subjective comments, personalized approaches and initiatives periodically voiced by the ruling political force on the future tenure of the President of the Constitutional Court and the judges of the Constitutional Court,

- inappropriate expressions with respect to the Constitutional Court and me, in person, and the statements offending the authority of the judiciary made by the Prime Minister N. Pashinyan in the interview with Radio Liberty on July 17, 2019;

- the announcements and assessments made by the Speaker of the National Assembly A. Mirzoyan and the Prime Minister N. Pashinyan regarding the decisions of the Constitutional Court rendered on September 16, 2019,

- ungrounded references to my name with respect to criminal cases filed against different persons,

- on September 23, 2019 V. Vardanyan, Chairman of the Standing Committee on State and Legal Affairs of the National Assembly sent me an official invitation to participate at the session of October 24, 2019 although the session was held on September 24, 2019 which indicates the absence of intention to hold an impartial discussion on the issue.

In view of the above-mentioned circumstances, I do not consider it appropriate to participate in the discussion of the draft of the decision on suspending the powers of Judge Hrayr Tovmasyan held at session of the National Assembly

I apologize to the deputies of the Prosperous Armenia faction of the National Assembly for not providing them the possibility to ask questions during the debate of the National Assembly.

Dear Compatriots!

 

On behalf of the Constitutional Court of the Republic of Armenia, congratulations on the Day of the Constitution and State Symbols.

The Constitution is the backbone of the state and serves as the basis of the rule of law. The Constitution is the safeguard and guarantee for sustainable development, security of the state and smooth functioning of the state institutions.

The fight for the establishment of a national state was the biggest dream of our people and it is inextricably linked with the establishment of the rule of law. Implementation of the rule of law is binding for each and everyone and is the highest value not only for the incumbent government, but also for every citizen.

The Constitution of the Republic of Armenia is the only legal basis from which the legitimacy of the entire public authority stems.

It is my considered opinion that it is possible to build a strong, democratic and developing Armenia only in conditions of the rule of the Constitution and laws, but not on emotions. I am deeply convinced that we should be guided by this idea and build a common developing state based on the principle of separation of powers and mutual respect.

Our people won the right to constitutionality, and today, on the Day of the Constitution and State Symbols, we were honored to congratulate each other for the glory of the Republic of Armenia and the RA Constitution.

Dear Compatriots,

 

I would like to congratulate you on the occasion of the Republic Day. 101 years ago, the Armenian people regained their right to have an independent state as a result of long struggle and overcoming difficulties. The first Republic, despite the short period of its existence, demonstrated the loyalty of the Armenian people to democratic values, as well as the determination to establish state institutions in challenging conditions and consolidation around statehood. The foundation of the First Republic of Armenia has largely conditioned the existence of the modern Armenia, strengthening of which is our sacred duty and mission for the establishment of the sovereign, democratic, social and legal state.

Once again, I congratulate on this nice event and wish that the new Armenian Republic, which we inherited as a result of the past achievements, our people's challenging struggle and glorious victories, will overcome all the challenges and difficulties and offer a bright path for our children and future generations.

I would like to sincerely congratulate you on the Victory and Peace Day, the Day of commemorating the Artsakh Republic Defense Army and the Liberation of Shushi.

World War II was a serious challenge for many peoples of the world, including the Armenian people, who strongly contributed to the victory in the Great Patriotic War.

At the same time, after May 9, 1992, this date is of great importance to our people. The Liberation of Shushi and formation of the Artsakh Republic Defense Army once again reaffirmed the unshakeable will of the Armenian people to protect national security, peace and fundamental rights and freedoms.

On February 6, 2019 we celebrate the 23rd anniversary of formation of the Constitutional Court of the Republic of Armenia. We state proudly that since its formation, the Court has contributed to the construction of the legitimate state in Armenia, promoting the rule of law, strengthening democracy and protecting human rights and fundamental freedoms.

We are convinced that ensuring the supremacy of the Constitution for granting continuous performance of the pivotal function of contemporary democratic and legal states, on the one hand, guaranteeing the continuity of functioning of the Constitutional Court and, on the other hand, turning estimation, principality and impartiality of new developments into an everyday and self-assumed realities, may substantially contribute to solution of the problems, which the Republic of Armenia faces, and enhance legal security in the state.

December 7, 2018 | President Hrayr Tovmasyan's Message on Spitak earthquake

Dear compatriots!

 

Three decades have passed since the day of tragic Spitak earthquake. During this period, we were forced to overcome many other challenges and to live through many difficult days, but I am convinced that the images of the terrible earthquake of 1988 have been clearly preserved in the memory of each of us. Unfortunately, Armenia has not yet been able to recover fully from this blow. And this was impossible as we are still suffering from the pain of loss of our loved ones, victims of this disaster.

Today we honor the memory of people who became victims of the harshness of nature, people who were supposed to live and create in our homeland, people who were our brothers and sisters, sons and parents. May the Lord rest their souls in peace, and give us the strength and will to finish with honor what they started.

On this Day of Remembrance, on behalf of the Constitutional Court of the Republic of Armenia and on my own, I voice my sympathy to the families and friends of the victims of the Spitak earthquake.

With great sadness we learnt about the death of Charles Aznavour, the great Frenchman, the distinguished son of the Armenian people and the Armenian national hero. We are experiencing great sorrow for this loss, by which an entire epoch of a few generations full of perfection and art has come to an end.

At this grave moment, on behalf of the Constitutional Court of the Republic of Armenia and myself, I would personally like to express my sincere condolences and support to his family and all his relatives.

Charles Aznavour was a great symbol of the Armenian-French friendship and for decades made a huge and undeniable contribution to its strengthening, both with his art and diplomatic activity.

We salute to his memory and the heritage that will forever remain both in our history and in our hearts.

I once again express my sincere sympathy and deepest respect to the family and friends of the great musician.

The Republic of Armenia is a centuries-old dream of all Armenians and a solid foundation that will ensure the inevitable and continuous development of our national statehood. We are continuing to move forward in guaranteeing fundamental freedoms and constitutional human rights, ensuring the rule of law and strengthening civil society. Over the past twenty-seven years, Artsakh has become a free, sovereign, legal and democratic State where human rights and fundamental freedoms are respected, and the rule of law is proclaimed as the basis of social and constitutional legal relations. Over the past decades, you have proved to yourself and to all Armenians that a free Artsakh is not only a viable State, but also has great potential for comprehensive development. On this wonderful day, we once again bow our heads before the bright memory of those who died for the freedom of Artsakh.

Dear compatriots!

 

Allow me on behalf of the Constitutional Court of the Republic of Armenia and on myself to congratulate on the Constitution Day and State Symbols!

Today we are all witnesses of the consistent implementation of the democratic values enshrined in the Constitution of the Republic of Armenia, paving the way for strengthening the legitimate State grounded on the rule of law.

I am convinced that henceforth human dignity, rights and fundamental freedoms of a person and a citizen are not just nice words, but a living reality.

Dear compatriots! It is gratifying to see how the State Symbols of the Republic of Armenia reinterpret and receive the new democratic content: the tricolor flag, emblem and anthem, which for more than a century have symbolized the independent statehood of Armenia, personifying our country and all Armenian people.
