PRESIDENT OF THE CONSTITUTIONAL COURT HELD A MEETING WITH THE U.S. EXTRAORDINARY AND PLENIPOTENTIARY AMBASSADOR TO THE REPUBLIC OF ARMENIA

On 27 January 2022, President of the Constitutional Court Mr. Arman Dilanyan hosted the Ambassador Extraordinary and Plenipotentiary of the United States of America to the Republic of Armenia H.E. Ms. Lynne M. Tracy, accompanied by Ms. Kelley Strickland, USAID Armenia Office Director of Democracy and Governance Office, Ms. Alexis Haftvani, Director of the U.S. Embassy Yerevan’s Bureau of International Narcotics and Law Enforcement (INL), and Ms. Kimberly Zapfel, Deputy Chief of the U.S. Embassy Political and Economic Affairs Section.

Welcoming the American counterparts, Arman Dilanyan highly assessed the Armenian-American cooperation and the ongoing process of the implementation of bilateral agenda in the field of judiciary. Arman Dilanyan noted that the Constitutional Court of the Republic of Armenia has an ambitious agenda of internal reforms and the High Court is determined to implement it, while the assistance of international partners, including the United States, would further promote their successful implementation.

For her part, Ambassador Tracy expressed gratitude for the meeting, noting that the US Administration is committed to continuing close cooperation with the Republic of Armenia in the fields of judiciary, the rule of law, and strengthening of democratic institutions. In this context, Ambassador Tracy attached importance to the process of internal reforms launched at the High Court. During the meeting, the interlocutors exchanged views on the prospects of implementing joint projects. .

PRESIDENT OF THE CONSTITUTIONAL COURT HOSTED THE AMBASSADOR OF JAPAN TO THE REPUBLIC OF ARMENIA

On 27 January 2022, President of the Constitutional Court Mr. Arman Dilanyan hosted the Ambassador Extraordinary and Plenipotentiary of Japan to the Republic of Armenia H.E. Mr. Masanori Fukushima.

While welcoming the guest, Arman Dilanyan attached importance to the Armenian-Japanese multifaceted interstate cooperation. Arman Dilanyan expressed a hope that the given meeting would give a qualitatively new impetus to the development of the Armenian-Japanese dialogue and partnership in the field of judiciary.

Ambassador Masanori thanked Arman Dilanyan for the meeting, noting that the Japanese side is committed to assisting Armenia in the strengthening of democratic values. Ambassador Masanori also emphasized the importance of strengthening the Armenian-Japanese cultural and scientific links.

The interlocutors exchanged views on the intensifying of legal links. The parties mutually emphasized the importance of the further development of the dialogue between the Constitutional Court of the Republic of Armenia and the Supreme Court of Japan, as well as the strengthening of bilateral relations.

PRESIDENT OF THE CONSTITUTIONAL COURT HOSTED THE AMBASSADOR EXTRAORDINARY AND PLENIPOTENTIARY OF THE REPUBLIC OF BELARUS TO THE REPUBLIC OF ARMENIA

On 19 January 2022, President of the Constitutional Court Arman Dilanyan hosted the Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus to the Republic of Armenia Alexander Konyuk.

While welcoming Ambassador Konyuk, Arman Dilanyan expressed hope that the meeting would give a new impetus to the traditionally friendly relations between the two countries and it would contribute to the deepening of bilateral and multilateral cooperation in the judiciary sector.

Expressing gratitude for the reception, Alexander Konyuk assured that during his diplomatic posting, he will make all the necessary efforts to enhance and develop the relations between the constitutional courts of the two countries.

On 27 December 2021, Prime Minister of the Republic of Armenia Nikol Pashinyan paid a visit to the Constitutional Court for the meeting with the Justices of the Constitutional Court.

President of the Constitutional Court Arman Dilanyan, Justices of the Constitutional Court Vahe Grigoryan, Yervand Khundkaryan, Ashot Khachatryan, Araik Tunyan, Arthur Vagharshyan and Edgar Shatiryan participated in the discussion.

During the meeting the matters related to the development and strengthening of democratic institutions in the Republic of Armenia were addressed.

PRESIDENT OF THE CONSTITUTIONAL COURT HOSTED THE STUDENTS OF THE ARMENIAN–RUSSIAN UNIVERSITY

On 21 December 2021, President of the Constitutional Court Arman Dilanyan hosted a year-end meeting with the students of the Department of Law of the Institute of Law and Policy of the Armenian-Russian University.

During the meeting with the students, President of the Constitutional Court responded to the questions, which particularly referred to the constitutional justice, the powers of the Constitutional Court, the international affairs and ongoing institutional reforms of the High Court, the role of the judiciary in state governance system, as well as the prospects of development of legal and constitutional culture in the country.

Arman Dilanyan encouraged the young people to set more ambitious goals, to think broadly and in the future to apply the gained academic knowledge for the benefit of the Republic of Armenia.

PRESIDENT OF THE CONSTITUTIONAL COURT HOSTED THE AMBASSADOR OF THE FEDERAL REPUBLIC OF GERMANY

On 15 December 2021, President of the Constitutional Court Arman Dilanyan had a courtesy meeting with the newly appointed Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Germany to the Republic of Armenia H.E. Mr. Viktor Richter.

Congratulating Mr. Viktor Richter on assuming the responsible post, Arman Dilanyan expressed hope that the Ambassador's professional activity would contribute to the further development of the Armenian-German legal relations and cooperation.While extending gratitude for the warm reception, Viktor Richter noted that Germany will continue to support the democratic and judiciary reforms in Armenia. The Ambassador assured that he will put all the necessary efforts to expand the Armenian-German bilateral cooperation also in the field of constitutional justice.

The interlocutors discussed the prospects of intensifying legal ties between the two countries, particularly, expanding cooperation in the fields of the rule of law, constitutional justice and protection of human rights. In this respect, the parties jointly emphasized the importance of the dialogue and technical cooperation between the Constitutional Court and different German governmental agencies.

At the request of Ambassador Richter, Arman Dilanyan presented the scope of powers of the Constitutional Court and the ongoing status of implementation of the institutional reforms at the High Court.

PRESIDENT OF THE CONSTITUTIONAL COURT CONGRATULATED MS. CLAIRE BAZY MALAURIE ON THE ELECTION AS THE PRESIDENT OF THE EUROPEAN COMMISSION FOR DEMOCRACY THROUGH LAW (VENICE COMMISSION)

President of the Constitutional Court Arman Dilanyan has conveyed a congratulatory letter to the newly elected President of the European Commission for Democracy through Law (Venice Commission) Ms. Claire Bazy Malaurie, who was elected to the position on 10 December 2021 at the 129th Plenary Session of the Venice Commission.

The congratulatory letter, particularly, reads as follows: “On behalf of the Constitutional Court of the Republic of Armenia and on my personal behalf, I would like to convey to you the warmest congratulations on your recent election as the President of the European Commission for Democracy through Law of the Council of Europe (the Venice Commission). I would like to assure you that the Constitutional Court of the Republic of Armenia will be pleased to actively support you in the exercise of your highly responsible mission. Availing the given opportunity, I reiterate our strong commitment to continue fruitful cooperation with the Venice Commission of the Council of Europe. In the given context, it is my sincere honour to invite you and your colleagues from the Venice Commission to pay an official visit to the Republic of Armenia in the near future”.

Ms. Claire Bazy Malaurie, Member of the Constitutional Council of France since 2010, was elected President of the Venice Commission for a two-year term, and she would be eligible for re-election in 2023.

PRESIDENT OF THE CONSTITUTIONAL COURT HOSTED THE AMBASSADOR OF THE FRENCH REPUBLIC

On 13 December 2021, President of the Constitutional Court Arman Dilanyan received the newly appointed Ambassador Extraordinary and Plenipotentiary of the French Republic to the Republic of Armenia H.E. Mrs. Anne Louyot.

At the beginning of the meeting Arman Dilanyan congratulated the Ambassador on her appointment, expressing a hope that during her tenure a new impetus will be given to the Armenian-French inter-court and legal dialogue. While referring to the cooperation between the Constitutional Court of the Republic of Armenia and the Constitutional Council of the French Republic, Arman Dilanyan valued the strengthening of friendly relations in both bilateral and multilateral formats, particularly, within the framework of the Association of Francophone Constitutional Courts (ACCF).

While extending gratitude for the warm reception, Ambassador Louyot assured that during her tenure she will put all the necessary efforts to develop the relations and cooperation between the bodies administering constitutional justice of the two countries. The parties jointly attached importance to organizing high-level reciprocal visits in the near future. At the request of Ambassador Louyot, Arman Dilanyan presented the functions and role of the Constitutional Court in the public administration system of the Republic of Armenia.

JOINT SEMINAR IN THE CITY OF DILIJAN

On 11-12 December 2021, the two-day seminar on the "Special Features of Drafting of Constitutional Court Judicial Acts: the Contemporary Experience and Development Trends” was held in the city of Dilijan. The event was convened within the framework of “Consolidation of the Justice System in Armenia” project which is implemented by the Consortium led by the German Foundation for International Legal Cooperation (IRZ) with the funding from the European Union.

In his welcoming speech, President of the Constitutional Court Arman Dilanyan expressed gratitude to the team of “Consolidation of the Justice System in Armenia” project for organizing the given professional event at a high level and in a short time frame. While referring to the agenda and to the topics to be discussed at the Seminar, Arman Dilanyan attached importance to such professional discussions and expressed hope that they will be consistent.

Welcoming the participants of the event, the Team Leader of “Consolidation of the Justice System in Armenia” project Peter Gjortler extended gratitude to the Constitutional Court for the effective and perspective cooperation. In the course of the two-day Seminar, the participants discussed peculiarities of the drafting of the judicial acts of the Constitutional Court, the structural peculiarities of the judicial acts of the Constitutional Court, the existing criteria for their drafting and the international experience.

On 8 December 2021, President of the Constitutional Court Arman Dilanyan hosted Ambassador Extraordinary and Plenipotentiary of the Republic of Lithuania in the Republic of Armenia H.E. Inga Stanytė-Toločkienė.

Welcoming the guest, Arman Dilanyan attached importance to the consistent development of the Armenian-Lithuanian friendly relations and the mutually beneficial cooperation between the Constitutional Courts of the two countries. While expressing gratitude for the reception, Ambassador of the Republic of Lithuania Stanytė-Toločkienė noted that Lithuania is committed to supporting the development of Armenia’s judiciary and sharing the Lithuanian experience of democratic reforms.

During the meeting, the parties addressed the promotion of the partnership between the Constitutional Courts of the two countries, the organization of high-level reciprocal visits, as well as the prospects of implementing new joint projects. Upon the request of Ambassador Stanytė-Toločkienė, Arman Dilanyan presented the ongoing programs implemented by the Constitutional Court.

On 7 December 2021, President of the Constitutional Court Arman Dilanyan hosted the delegation of the Division of Co-operation Programmes of the Directorate General Human Rights and Rule of Law of the Council of Europe and the Department for the Execution of Judgments of the European Court of Human Rights.

Welcoming the delegation of the Council of Europe, Arman Dilanyan noted that the Constitutional Court attaches high importance to the consistent development of cooperation with the Council of Europe and its specialized bodies, as well as to the implementation of new joint projects.

During the meeting, the parties exchanged views on further cooperation in the field of protection of human rights and fundamental freedoms, as well as on the cooperation within in the area of constitutional justice. The parties jointly emphasized the importance of increasing the public trust in the judiciary and the promotion of public awareness in respect to the rule of law, the European Convention and constitutional justice among the citizens.

JUSTICE OF THE CONSTITUTIONAL COURT YERVAND KHUNDKARYAN HOSTED THE STUDENTS OF YEREVAN STATE UNIVERSITY

On 2 December 2021, Justice of the Constitutional Court Yervand Khundkaryan hosted the 1-4 year students of the Law Faculty of Yerevan State University who visited the Constitutional Court at the initiative of the Student Scientific Society of the Law Faculty.

Welcoming the students, Justice Khundkaryan presented them the mission of the Constitutional Court and the peculiarities of its activity, as well as he responded to the questions raised by the students.

Within the framework of the visit, the students got acquainted with the peculiarities of the co-relations between the Constitutional Court and the judiciary of the Republic of Armenia, as well as the separation of powers of the Constitutional Court and the Cassation Court was discussed. During the meeting, a number of matters related to the role and significance of the decisions of the Constitutional Court in the legal system of Armenia were also addressed.

JUSTICE OF THE CONSTITUTIONAL COURT ARTUR VAGHARSHYAN HOSTED THE STUDENTS OF YEREVAN STATE UNIVERSITY

On 1 December 2021, Justice Artur Vagharshyan hosted the students of the Law Faculty of Yerevan State University who paid a visit to the Constitutional Court.

Welcoming the students, Justice Vagharshyan presented them the mission of the Constitutional Court and the peculiarities of its activity, as well as he responded to the questions raised by the students.

Within the framework of the visit, the students got also acquainted with the peculiarities of the examination of the individual applications submitted to the Constitutional Court, and the Head of Individual Complaints Analysis Division Arus Hayrapetyan presented the details in this respect. Summing up the visit, Arthur Vagharshyan encouraged the students to study more and apply the gained knowledge for the sake of the Republic of Armenia.

PRESIDENT OF THE CONSTITUTIONAL COURT HOSTED THE REPRESENTATIVES OF INTERNATIՕNAL IDEA INTERGOVERNMENTAL ORGANIZATION

On 2 December 2021, President of the Constitutional Court Arman Dilanyan hosted the representatives of the International Institute for Democracy and Electoral Assistance inter-governmental organization Kimana Zulueta-Fülscher, Nana Kalandadze and the Organization expert Tom Ginsburg, Professor of International Law at the University of Chicago.

Welcoming the guests, Arman Dilanyan attached high importance to the expansion of cooperation with different international and inter-governmental organizations and to the implementation of joint professional projects for the purpose of studying the best practices in the field of constitutional law.

During the meeting, the parties exchanged views on the prospects of implementing joint professional projects and expressed readiness to consider other formats of mutually beneficial partnership.

PRESIDENT OF THE CONSTITUTIONAL COURT PARTICIPATED IN THE ACTIVITIES OF THE IV INTERNATIONAL CONFERENCE OF THE COURT OF THE EURASIAN ECONOMIC UNION

On 17 November 2021, President of the Constitutional Court Arman Dilanyan participated in the opening ceremony of the IV International Conference of the Court of the Eurasian Economic Union. This year the Conference is convened in online format and it is entitled: “Ensuring the uniform application of the Eurasian Economic Union Law: the Role of the Court”.

At the beginning of the Conference, Arman Dilanyan expressed gratitude to the President of the EAEU Court Erna Hayriyan for the high level of conduct of the event and expressed hope that the upcoming professional discussions within the framework of the outlined topic would contribute to the exchange of best practices of the uniform application of the Eurasian Economic Union law. In his welcoming address, President of the Constitutional Court attached importance to the digitalisation process in the EAEU area and suggested considering the further introduction of e-justice tools for the inter-court cooperation.

Concluding his speech, Arman Dilanyan reiterated the willingness of the Constitutional Court of the Republic of Armenia to strengthen the partnership with the Court of the Eurasian Economic Union, as well as with the High Courts of the EAEU member states.

PRESIDENT OF THE CONSTITUTIONAL COURT HOSTED THE LEGAL SCHOLARS FROM A NUMBER OF UNIVERSITIES OF THE RUSSIAN FEDERATION

On 8 November 2021, President of the Constitutional Court hosted the representatives from a number of law departments of the universities and academic institutions of the Russian Federation, who arrived in Armenia on a study visit.

At the beginning of the meeting, Arman Dilanyan welcomed the visit of the group and attached importance to the development and expansion of cooperation between Armenia and Russia in the field of law science.The President of the Constitutional Court expressed hope that this visit would bring new opportunities for the legal scholars from Armenia and Russia to discuss the opportunities of implementing joint programs and projects, hence ensuring effective partnership for the academic communities of the two countries.

Afterwards, Arman Dilanyan presented the mission of the Constitutional Court of the Republic of Armenia and the peculiarities of its functioning, as well as answered the questions of the guests.

THE MEETING OF THE PRESIDENT OF THE NATIONAL ASSEMBLY OF THE REPUBLIC OF ARMENIA AND THE PRESIDENT OF THE CONSTITUTIONAL COURT OF GEORGIA TOOK PLACE

On 5 November 2021, the President of the National Assembly of the Republic of Armenia Alen Simonyan hosted the delegation led by the President of the Constitutional Court of Georgia Merab Turava, arrived in Armenia on the official visit at the invitation of the President of the Constitutional Court of the Republic of Armenia Arman Dilanyan.

The high level of Armenian-Georgian multipolar relations and cooperation was recorded at the meeting. The discussion was held over the partnership between the authorities of the two countries in different fields and their possible enhancement. In this context, the President of the National Assembly of the Republic of Armenia mentioned that the inter-parliamentary relations with Georgia are very important in terms of having joint working agendas with the friendly country. Alen Simonyan underlined that the deepening of cooperation in all spheres with Georgia stems from the priorities of the fraternal and neighborly interests.

Expressing gratitude for the reception, the President of the Constitutional Court of Georgia highlighted the visit to Armenia, emphasizing that the exemplary cooperation of the legislative bodies of the two countries is an important indicator for the Constitutional Courts. In his words, the members of parliament take part in the hearings of the Constitutional Court of Georgia, which greatly contributes to the improvement of the law-making practice.

The parties discussed matters related to the implementation of programs, which are based on strong partnership.

On 5 November 2021, the President of the Constitutional Court of Georgia Merab Turava, accompanied by the President of the Constitutional Court of the Republic of Armenia Arman Dilanyan, visited the Tsitsernakaberd Memorial and paid tribute to the memory of the victims of the Armenian Genocide.

THE MEETING OF THE PRIME MINISTER OF THE REPUBLIC OF ARMENIA AND THE PRESIDENT OF THE CONSTITUTIONAL COURT OF GEORGIA TOOK PLACE

On 5 November 2021, the Prime Minister of the Republic of Armenia Nikol Pashinyan hosted the President of the Constitutional Court of Georgia Merab Turava and the delegation led by him.

Welcoming the official visit of the representational delegation of the Constitutional Court of Georgia to our country, the Prime Minister stated: "I am glad to record that a new dynamics is being observed in the relations between Armenia and Georgia. The active mutual visits, close contacts of delegations representing different sectors, this time already in the constitutional justice field, between the two countries are the evidence of this”. Nikol Pashinyan attached importance to the development of cooperation and the exchange of experience between the Constitutional Courts of the two countries, taking into account the common features of the governance systems.

Expressing gratitude to the Prime Minister of the Republic of Armenia and the Armenian side for the warm reception, Merab Turava noted that this is his first foreign visit after being elected as the President of the Constitutional Court of Georgia, which is an evidence of how much Georgia highlights the development of multi-sectoral relations with Armenia. Merab Turava assessed the discussions and solid cooperation with the Armenian partners as effective and emphasized that the recent dynamics of the Armenian-Georgian relations serve as a good basis for strengthening the legal ties between the Constitutional Courts of the two countries.

The issues related to parliamentary governance and its importance in terms of democracy were discussed at the meeting. The sides exchanged views on the process and peculiarities of introduction of the parliamentary system of governance in Armenia and Georgia. The President of the Constitutional Court of Georgia noted that Georgia considers Nikol Pashinyan's contribution to the democratic development of Armenia to be encouraging.

THE DELEGATION OF THE CONSTITUTIONAL COURT OF GEORGIA VISITED THE MATENADARAN

On 4 November 2021, within the framework of the official visit to Armenia, the delegation led by the President of the Constitutional Court of Georgia Merab Turava visited the “Matenadaran” after Mesrop Mashtots.

The representatives of the high courts of Armenia and Georgia, accompanied by the Director of the Matenadaran Vahan Ter-Ghevondyan, toured the museum complex and got acquainted with the medieval Armenian manuscript heritage and the collections of manuscripts in foreign languages.

ARMENIAN AND GEORGIAN CONSTITUTIONAL COURTS HELD WORKING DISCUSSIONS IN AN EXTENDED COMPOSITION

On 4 November 2021, within the framework of the official visit of the delegation led by the President of the Constitutional Court of Georgia Merab Turava to Armenia, the working discussions in an extended composition of the two Courts were held.

Within the framework of the discussions, the peculiarities of the institution of individual complaint submitted to the Constitutional Courts in Armenia and in Georgia, as well as the co-relations of the Constitutional Courts with the other instance courts were referred to.

Summing up the thematic discussions, the President of the Constitutional Court of the Republic of Armenia Arman Dilanyan and the President of the Constitutional Court of Georgia Merab Turava highlighted the necessity of hosting such kind of professional formats and the importance of experience exchange in the field of constitutional justice.

THE PRESIDENTS OF THE CONSTITUTIONAL COURTS OF THE REPUBLIC OF ARMENIA AND GEORGIA HAD A TÊTE-À-TÊTE MEETING

On 4 November 2021, the tête-à-tête meeting between the President of the Constitutional Court of the Republic of Armenia Arman Dilanyan and the President of the Constitutional Court of Georgia Merab Turava took place.

Welcoming his Georgian counterpart, Arman Dilanyan attached importance to the years-long cooperation between the Constitutional Courts of Armenia and Georgia and expressed hope that the official visit will give a new impetus to the bilateral relations.

In turn, Merab Turava expressed his gratitude for the invitation to visit Armenia on an official visit and for the warm welcome, and further noting that the centuries-long Armenian-Georgian fraternity provides strong foundations for strengthening the legal ties between the Constitutional Courts of two countries.

On 3 November 2021, President of the Constitutional Court Arman Dilanyan hosted Kimmo Kiljunen and Boriana Åberg, the co-rapporteurs on Armenia of the Parliamentary Assembly of the Council of Europe (PACE), who were paying a visit to the Republic of Armenia.

During the meeting, a range of matters related to the rule of law, the functioning of democratic institutions and the independence of the judiciary in Armenia were discussed.

PRESIDENT OF THE CONSTITUTIONAL COURT HOSTED THE REPRESENTATIVES OF THE GERMAN FOUNDATION FOR INTERNATIONAL LEGAL COOPERATION (IRZ)

On 1 November 2021, President of the Constitutional Court Arman Dilanyan hosted Peter Gjortler, the Leader of “Consolidation of the Justice System in Armenia” project, which is implemented by the German Foundation for International Legal Cooperation (IRZ) with the funding from the European Union.

Arman Dilanyan attached importance to the Project implemented by IRZ and expressed hope that it will further enhance the independence, efficiency, integrity, accountability and transparency of the Armenian judiciary. During the meeting the parties exchanged views on partnership and further cooperation.

THE CONSTITUTIONAL COURT BECAME A MEMBER OF THEASSOCIATION OF FRANCOPHONE CONSTITUTIONAL COURTS

In October 2021, through the exchange of letters and preceding discussions between the President of the Constitutional Court of the Republic of Armenia Mr. Arman Dilanyan and the Chief Justice of the Supreme Court of Canada, the President of the Association of Francophone Constitutional Courts Mr. Richard Wagner the Bureau of the Association of Francophone Constitutional Courts (ACCF) unanimously voted in favor of membership of the Constitutional Court of the Republic of Armenia in the Association.

The official press release of the Association of Francophone Constitutional Courts reads in particular: “The Constitutional Court of the Republic of Armenia, presided by Mr. Arman Dilanyan, officially became the 46th member of the Association and it will be the first body of constitutional justice in the South Caucasus region of Europe to become a member of the ACCF. The Constitutional Court of the Republic of Armenia already possesses a membership in several regional organizations, including the Conference of European Constitutional Courts (since 2001), and develops active partnership with the Venice Commission of the Council of Europe”.
