AT THE XIX YEREVAN INTERNATIONAL CONFERENCE

On 25 October 2014 the XIX Yerevan International Conference resumed its activities. The President of the Constitutional Tribunal of the Republic of Poland Mr. Andrzey Rzeplinski was chairing the fourth session of the Conference. During this session the Judge of the Constitutional Court of Bosnia and Herzegovina Mr. Zlatko Knezevic, the Judge of the Constitutional Court of the Republic of Turkey Mr. Engin Yıldırım, the Judge of the Constitutional Court of the Republic of Serbia Mr. Tomislav B. Stojkovic, the Judge of the Constitutional Court of the Republic of Tajikistan Mr. Karim Karimov made thematic reports and presentations. The fourth session was also concluded with discussion of the presented reports.

The President of the Constitutional Court of the Republic of Armenia Mr. Gagik Harutyunyan was chairing the fifth and final session of the Conference. During this session the Judge of the Constitutional Court of the Kingdom of Belgium Mrs. Trees Merckx-Van Goey, the President of the Constitutional Court of the Republic of Moldova Mr. Alexandru Tenase, the Judge of the Constitutional Council of the Republic of Kazakhstan Mr. Victor Malinovskij, the Justice at the Constitutional Court of the Republic of Bulgaria Mr. Roumen Nenkov made thematic reports and presentations. The fifth session was also concluded with discussion of the presented reports.

Afterwards, the President of the Constitutional Court of the Republic of Armenia Mr. Gagik Harutyunyan summed up the activities of the Conference. In particular he stated: “I would like to present for your consideration several basic notes. Though our knowledge in regard of dignity is quite rich, however it is still not systematized enough to allow us to present identical formula, as well as to have joint doctrinal approaches in regard of this principle or implementation of this constitutional institute. It may sound paradoxical, but currently there are two main concepts which could be described by the above mentioned situation: dignity and the rule of law. Recently, at the Venice Commission we have turned to the essence of the rule of law, and by the end of discussion we have questioned ourselves what is the essence of rule of law and which are the joint European criterion in this regard? As you know, there were organized several conferences regarding this topic, as the one organized in Brighton, the UK. On 2012 even the United Nations turned to this matter and adopted resolution on the rule of law. Last year in Yerevan we convened the Pan-European Conference titled “The European Legal Standards of Rule of Law and the Scope of Discretion of Powers in the Member-States of the Council of Europe”, which gathered around 40 states delegations. Today the debates and discussions on this topic continue. We need these discussions in order to be able to have some precise guidelines. This year conference has allowed presenting the issue under discussion in broad framework, as well as it has given us a chance to get acquainted with various doctrinal approaches. It is very important that first of all we deal with the issue under discussion from the viewpoint of self-appraisal of person and we consider this matter in its cultural context. And the question to be asked is, at last with what is conditioned the person's self-appraisal? Is the person's self-appraisal also universal, or is it phenomena conditioned with the specific social environment? It is also very important to consider, how that self-appraisal becomes the cornerstone shaping person's and citizen's behavior. The person's social behavior, the government's public and political behavior and the values shaping that behavior are exceptionally important for our legal relations. Both directly and indirectly we get to the conclusion, that if the principle of the rule of law is in the ground of person's social behavior and the government's public behavior, we can also deal with the question what manifestations and evaluation can have the self-appraisal of dignity. From this viewpoint, in my belief, the question should be dealt from the following angle: person-state relations and interpersonal relations. Accordingly, the topic under discussion should be considered both on vertical and horizontal relations platform. From this point of view, the practice of the constitutional courts seems to have similarities and we try to see the solution of this matter in the frames of peculiarities of examination of each specific case and we try to find out, how this or that influence raise the issue of limitation of right or violation of dignity.”

Mr. Harutyunyan, while turning to the activities of the “virtual constitutional court” established during the XIX International Conference, stated, that in the beginning of the Conference all participants received questionnaire, which they completed and submit to the Conference's Secretariat during the activities conference. In the initial questionnaire there were listed 36 rights, and the participants gave positive feedback in regard of all of them. Worth to mention, that the participants have added two more rights to the list, which are also important for guaranteeing the implementation of right to dignity. Particularly, the participants indicated right to property and right to dignified living standards.

Afterwards, President Harutyunyan presented the list of minimal required rights for implementation of human's right to dignity. The list was prepared by the “virtual constitutional court”:

- right to life;

- right to freedom;

- right to respect and protection of dignity;

- right to security and integrity;

- equality before law;

- prohibition of torture, inhumane and degrading treatment;

- protection from arbitrary interference of the state bodies;

- prohibition of slavery and forced labor;

- prohibition of medical and scientific experiments without the person’s consent;

- respect towards the memory of a died;

- right of detainees to humane conditions of detention;

- autonomy of a person;

- protection in the sphere of medicine and genetic technologies;

- presumption of innocence;

- right to respect and protection of private life;

- right to legal protection.

The international “virtual constitutional court” stated, that the essence of constitutional status of human dignity is fully prescribed by the constitutional provisions of the following states:

1. Constitution of Poland, Article 30: “The inherent and inalienable dignity of the person shall constitute a source of freedoms and rights of persons and citizens. It shall be inviolable. The respect and protection thereof shall be the obligation of public authorities”.

2. Basic Law for Federal Republic of Germany, Article 1 (1): “Human dignity shall be inviolable. To respect and protect it shall be the duty of all state authority”.

3. Constitution of Belgium, Article 23: “Everyone has the right to lead a life in keeping with human dignity”.

The XIX Yerevan International Conference concluded its activities.

All presentations and the other related materials of the Conference will be published by the Organizers in the four-lingual “Almanac – 2014”

XIX YEREVAN INTERNATIONAL CONFERENCE HAS BEEN LAUNCHED

Today, on 24 October 2014 the XIX Yerevan International Conference has launched its activities.

It is organized by the Constitutional Court of the Republic of Armenia, the European Commission for Democracy through Law of the Council of Europe (the Venice Commission), the Conference of the Constitutional Control Organs of the Countries of New Democracy, the Center of the Constitutional Law of the Republic of Armenia, with the support of German Society for International Cooperation (GIZ) in Armenia.

The topic of the Conference is: “The Constitutional Status of Human Dignity”.

During the solemn opening ceremony of the Conference the President of the Constitutional Court of the Republic of Armenia Mr. Gagik Harutyunyan made welcoming speech. He expressed his gratitude to all participants and to the guests for accepting the invitation to participate in this significant international conference and for arriving in Armenia. He specifically emphasized long lasting support of the President of the Venice Commission of Council of Europe Mr. Gianni Buquicchio, and exclusive role of the Venice Commission in the development of the constitutional justice at the international level.

In recent years alongside with the Venice Commission, the legal program of GIZ has become the supporter and assister of the Yerevan International Conferences, without whose support, it would be impossible to summon such comprehensive and responsible conferences.

Mr. G. Harutyunyan gave big importance to the Conference topic “The Constitutional Status of Human Dignity”, which had been confirmed after long lasting discussions with the Venice Commission. Accordingly, while interpreting the importance of the topic, President Harutyunyan presented the important provisions in regard of the topic, which would be discussed during the Conference.

Within the frameworks of this Conference with the assistance of the participants there will also be established a “virtual constitutional court” which will attempt to define that scope and address one more question, "Which is the most profound and complete formulation of the human dignity on constitutional level?" Each participant of the Conference will present his/her approach to the mentioned matter and by the end of activities of the conference “the decision” of the “virtual constitutional court” will be adopted.

While concluding his speech, Mr. G. Harutyunyan wished creative atmosphere and productive work to the participants of the Conference.

The President of the Venice Commission of Council of Europe Mr. Gianni Buquicchio also made welcoming speech. He expressed thankfulness for the firm cooperation between the Venice Commission and the Constitutional Court of the Republic of Armenia and the Yerevan International Conferences are one of the visible results of ongoing interaction, as they are always organized jointly by the Venice Commission and the Constitutional Court of the Republic of Armenia.

The President of the Republic of Armenia H.E. Mr. Serzh Sargsyan also addressed the participants of the Conference. In the address it was particularly stated “Honorable participants of the Conference, I am very glad that distinguished constitutionalists from more than twenty countries have once again arrived to Armenia to examine an issue of exceptional importance, namely, the constitutional status of human dignity. The issue under discussion becomes more significant for us in the context of the important constitutional reforms undertaken by the Republic of Armenia. Just a few days ago the Professional Commission presented the concept of constitutional reforms. It was discussed and approved also at the Plenary Session of the Venice Commission of the Council of Europe, and it will soon enter the stage of political discussions.”

In his address, the President of the Republic of Armenia also gave big importance to the constitutional institution of human dignity and necessary legal mechanisms for its implementation, which have cornerstone significance for the Constitution. The President of the Republic of Armenia expressed his belief, that the reports and further developed discussions at the XIX Yerevan International Conference over the issue under discussion would play a big role both from the perspectiveс of constitutional developments and the practice of constitutional justice. In his address, the President of the Republic of Armenia wished the participants of the Conference fruitful and memorable days in our hospitable country.

During the solemn opening ceremony of the Conference the Human Rights Defender of the Republic of Armenia Mr. Karen Andreasyan also made welcoming remarks. He highlighted the specific role of the Constitutional Court of the Republic of Armenia in the matters related to the human dignity, as well as gave importance to the initiative for organizing such significant conferences. The President of the Venice Commission of Council of Europe Mr. Gianni Buquicchio was chairing the first session of the Conference. During this session the Judge of the European Court of Human Rights Ms. Zdravka Kalaydjieva, the President of the Constitutional Tribunal of the Republic of Poland Mr. Andrzey Rzeplinski, the Judge of the Constitutional Court of the Russian Federation Mr. Nikolay Bondar made thematic reports and presentations. The first session was concluded with discussion of the presented reports.

The President of the Constitutional Court of the Republic of Moldova Mr. Alexandru Tenase was chairing the second session of the Conference. During this session the Member of the Thuringian Constitutional Court of the Federal Republic of Germany Mr. Manfred Baldus, the President of the Constitutional Court of the Republic of Latvia Mr. Aldis Laviņš, the Justice of the Supreme Court of the State of Israel Mr. Salim Joubran, the Vice President of the Constitutional Court of the Portuguese Republic Ms. Maria Lucia Amaral made thematic reports and presentations. The second session was also concluded with discussion of the presented reports.

The President of the Constitutional Court of the Republic of Latvia Mr. Aldis Laviņš was chairing the third session of the Conference. During this session the President of the Constitutional Court of Georgia Mr. George Papuashvili, the Judge of the Constitutional Court of the Republic of Lithuania Mr. Gediminas Mesonis, the Chief Specialist at the Legal-Advisory Department of the Staff of the Constitutional Court of the Republic of Armenia Ms. Nelly Araqelyan and Constitutional Research Officers of the Constitutional Court of the Republic of Korea Ms. Sunhugh Kim and Mr. Geonseok Lee made thematic reports and presentations.

The third session was also concluded by the discussion.

On 25 October 2014 the Conference will resume its activities.

SPECIALISTS OF THE RUSSIAN UNIVERSITY AT THE CONSTITUTIONAL COURT OF THE REPUBLIC OF ARMENIA

On 11 December 2014 the President of the Constitutional Court of the Republic of Armenia Mr. G. Harutyunyan received delegation led by the Director of North-Western Institute of Management of the Russian Federation Presidential Academy of National Economy and Public Administration Dr. Vladimir Shamakhov. The main aim of the delegation's visit was to sign a long term cooperation memorandum with the Public Administration Academy of the Republic of Armenia.

The President of the Constitutional Court of the Republic of Armenia, being “the Honorary Dr.” of the North-Western Institute of Management of the Russian Federation and one of the founders of the Public Administration Academy of the Republic of Armenia, discussed in details with the guests several cooperation projects.

Upon the request of the guests, Mr. Harutyunyan presented the activities and competences of the Constitutional Court of the Republic of Armenia.

CHINEESE AMBASSADOR AT THE CONSTITUTIONAL COURT OF THE REPUBLIC OF ARMENIA

On 11 December 2014 the President of the Constitutional Court of the Republic of Armenia Mr. G. Harutyunyan received the newly appointed Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to the Republic of Armenia Mr. Tian Erlong.

The discussion was started with the revival of good memories and afterwards touched upon the topics related to further deepening of bilateral relations, making the effective cooperation continuous, as well as implementing new initiatives in the legal field. In this regard, it was stated, that the previous ambassador had already done big effort, and as an appreciation for his efforts he had received “The Gold Medal” of the Constitutional Court of the Republic during the farewell visit to the Court.

Additionally both sides emphasized the necessity of further strengthening of cooperation, as well as agreed to organize joint discussions on contemporary challenges of the constitutional developments.

It is worth to mention that the meeting could be described as friendly, as back in 1992 the newly appointed ambassador worked with the Armenian delegation, when Mr. G. Harutyunyan paid the first ever official meeting on the behalf of the Republic of Armenia to China.

GUESTS AT THE CONSTITUTIONAL COURT OF THE REPUBLIC OF ARMENIA

On 5 November 2014 the President of the Constitutional Court of the Republic of Armenia Mr. G. Harutyunyan received guests from Georgia and Germany, who were paying visit to Armenia within the frames of work discussions between the constitutional committees of Armenia and Georgia.

The delegation of the guests was composed of the Member of Parliament of Georgia, Head of the Committee on Legal Affairs Mr. Vakhtang Khmaladze, the Members of the Commission of Constitutional Reforms in Georgia Mr. Giorgi Kverenchkhiladze and Mr. Iuri Tabutsadze, the Professor of State and Administrative Law of Germany Dr. Christoph Degenhart, as well as the Team Leader of GIZ Program “Legal and Judicial Reform Advice in South Caucasus” in Armenia Mr. Vardan Poghosyan, the Legal Adviser at GIZ Program “Legal and Judicial Reform Advice in South Caucasus” in Armenia Mr. Jens Porzucek and Legal Expert at GIZ Program “Legal and Judicial Reform Advice in South Caucasus” in Georgia Mr. Tornike Darjania.

The sides discussed several questions in regard of the constitutional developments in Georgia, Armenia and in international practice. Within the frames of the developed discussion, the sides also touched upon the ongoing constitutional reforms implemented in Georgia.

The guests got acquainted with the functions of the Constitutional Court of the Republic of Armenia, visited the plenary hall and the decision room.

COUNCIL OF EUROPE COMMISSIONER FOR HUMAN RIGHTS AT THE CONSTITUTIONAL COURT

On 7 October 2014, the President of the Constitutional Court of the Republic of Armenia Mr. Gagik Harutyunyan received the Council of Europe Commissioner for Human Rights Mr. Nils Muižnieks.

The sides discussed the issues related to the possible reforms of judicial system in Armenia.

In the context of the ongoing constitutional reforms in the Republic of Armenia, the sides also discussed the issues in regard of the further development of constitutional justice.

3RD CONGRESS OF THE WORLD CONFERENCE ON CONSTITUTIONAL JUSTICE IN SEOUL

Yesterday, on 28 September 2014, the 3rd Congress of the World Conference on Constitutional Justice launched its activities in Seoul, the capital city of the Republic of Korea.

Within the frames of the Congress the meetings of the regional and linguistic groups of constitutional justice took place. The President of the Constitutional Court of the Republic of Armenia, the Member of Bureau of the Venice Commission Mr. Gagik Harutyunyan participated in meeting of the members of the Conference of the European Constitutional Courts. On the same day, Mr. Gagik Harutyunyan chaired the meeting of the members of the International Organization “Conference of the Constitutional Control Organs of the Countries of New Democracy”, during which the participants discussed the future activities of the organization, the upcoming list of events of the organization and the main directions of cooperation of the member courts.

In the evening of 28 September 2014 the Meeting of the Bureau of the World Conference took place, which was chaired by the President of the Constitutional Court of the Republic of Armenia Mr. Gagik Harutyunyan. The agenda of meeting included topics related to the activity report of the Bureau, financial report, adoption of guidelines governing acceptance by the World Conference of financial contributions from public bodies, governments and intergovernmental organizations, and etc.

Today, on 29 September 2014 took place the opening ceremony of the 3rd Congress of the World Conference on Constitutional Justice. The President of the Republic of Korea Ms. Park Geun-hye and the Secretary-General of the United Nations Mr. Ban Ki-moon addressed the participants with the opening speeches. The Secretary-General of the United Nations, while highlighting the importance of organization of the event, enrootment of constitutional justice and social integration for achieving the aims proclaimed by the UN Charter, welcomed the President of the Constitutional Court of the Republic of Korea Mr. Park Han-Chu, the President of the Venice Commission of the Council of Europe Mr. Gianni Buquicchio and the Chairman of the Bureau of the World Conference on Constitutional Justice Mr. Gagik Harutyunyan and wished everyone effective work during the Congress.

The Congress will continue its activities till 1 October 2014.

3RD WORLD CONGRESS OF THE CONSTITUTIONAL COURTS

On 28 September 2014 3rd Congress of the World Conference on Constitutional Justice will launch its activities in Seoul (Republic of Korea). The constitutional courts of 92 countries will participate in the activities of the Congress, though the total number of participating country delegations will be more than 100.

The President of the Constitutional Court of the Republic of Armenia Mr. Gagik Harutyunyan will also participate in the acitivities of the three day congress and will chair the Bureau Meeting of this influential international organization.

Within the framework of the World Congress the participants will discuss such topics as “international standards for social integration”, “role of constitutional justice in social integration”, “independence of Constitutional Courts – stocktaking” and etc.

PRESIDENT OF THE RA CONSTITUTIONAL COURT PAYS VISIT TO MINSK

On 26 June, 2014, the President of the Constitutional Court of the Republic of Armenia Mr. Gagik Harutyunyan left for Minsk to participate in the activities of international conference dedicated to the 20th Anniversary of Establishment of the Constitutional Court of the Republic of Belarus.

During the opening ceremony of the Conference, Mr. G. Harutyunyan will address the participants with welcoming speech on the behalf of the Conference of Constitutional Control Organs of the Countries of New Democracy.

During the plenary session of the Conference Mr. Harutyunyan will also present a detailed report titled “New Challenges of the Systematic Essence and Efficiency of the Constitutional Control”.

PRESIDENT OF THE RA CONSTITUTIONAL COURT PARTICIPATES IN THE PLENARY SESSSION OF THE VENICE COMMISSION

On 12 June, 2014 the 99th Plenary Session of the European Commission for Democracy through Law (the Venice Commission) was launched in Venice, which was preceded with the Commission’s Bureau session. The President of the RA Constitutional Court and the Member of the Bureau of the Venice Commission Mr. Gagik Harutyunyan participated in the activities of the Commission’s Bureau session and in the 99th Plenary Session. Several agenda topics in regard of the Republic of Armenia were included in the Session’s program, which were particularly addressed to the process of making amendments and additions to the Judicial Code of the Republic of Armenia. Mr. G. Harutyunyan made a speech regarding the mentioned topic, as well as informed the Members of the Commission about the current stance of activities of the Professional Commission for the RA Constitutional Reforms.

Mr. G. Harutyunyan also presented for the attention of the Members of the Commission the key provisions of reports on the draft laws on the constitutional justice in Kyrgyzstan and Tajikistan. The Commission adopted the respective conclusions on the mentioned matters.

The 99th Plenary Session of the Venice Commission will resume its activities on 14 June 2014.

The XVIth Congress of the Conference of European Constitutional Courts was launched on 12 May, 2014 in Vienna, the capital of Austria. The Federal President of the Republic of Austria Mr. Heinz Fischer addressed the participants of the Congress with the welcoming speech.

During the solemn opening session of the Congress the President of the RA Constitutional Court Mr. Gagik Harutyunyan made welcoming speech on the behalf of the Conference of Constitutional Control Organs of Countries of New Democracy. Within the frames of the XVIth Congress the President of the RA Constitutional Court Mr. Gagik Harutyunyan had meetings with the President of the European Court of Human Rights Mr. Dean Spielmann, the President of the Constitutional Court of the Republic of Austria Mr. Gerhart Holzinger, the newly elected President of the Constitutional Court of the Republic of Latvia Mr. Aldis Laviņš and with the President of the Constitutional Court of the Republic of Turkey Mr. Haşim Kılıç. The activities of the Congress will continue till 14 May, 2014.

The Conference of European Constitutional Courts was established in 1972 upon the initiative of the Constitutional Courts of Austria, Germany, Italy and Yugoslavia. The Constitutional Court of the Republic of Armenia has participated in the Conference since 2000.

AMERICAN EXPERT’S VISIT TO THE CONSTITUTIONAL COURT OF THE REPUBLIC OF ARMENIA

On April 29, 2014 Mr. G. Harutyunyan, the President of the Constitutional Court of the Republic of Armenia, received the delegation of the USAID “Support to the Armenian National Assembly Program (SANAP)” headed by Mr. Shaun McNally, the Chief of Party.

The sides developed comprehensive discussion over the concept of the constitutional reforms in the Republic of Armenia. The special emphasize was on provisions of the concept, which relate to the the RA National Assembly and its functions.

The sides reached an agreement to develop the frames of the further cooperation and to enlarge active cooperation within the frames of discussion of the concept of the constitutional reforms.

The parties expressed hope, that the cooperation between the Constitutional Court of the Republic of Armenia and the USAID “Support to the Armenian National Assembly Program (SANAP)” would be effective and continuable.

THE OSCE AMBASSADOR’S VISIT TO THE CONSTITUTIONAL COURT

On April 25, 2014 Mr. Gagik Harutyunyan, the President of the Constitutional Court of the Republic of Armenia, received Mr. Ambassador Andrey Sorokin, the Head of OSCE Office in Yerevan.

The sides developed talk on the process of the constitutional reforms in the Republic of Armenia. The Ambassador expressed the willingness and readiness of the OSCE Office in Yerevan to assist the process of public discussions of the concept of the constitutional reforms.

The sides reached an agreement to host joint seminars and public hearings on the above mentioned topic.

The sides also expressed belief, that the cooperation between the Constitutional Court of the Republic of Armenia and the OSCE Office in Yerevan would be continuable.

REPRESENTATIVE OF THE CONSTITUTIONAL COURT OF THE REPUBLIC OF ARMENIA AT THE INTERNATIONAL CONFERENCE

On March 26-28, 2014 Anahit Manasyan, the Adviser to the President of the Constitutional Court of the Republic of Armenia, participated in the activities of the international conference dedicated the 50th Anniversary of the Constitutional Justice in Bosnia and Herzegovina, convened in Sarajevo. The representatives of more than 20 constitutional courts, as well as Mr. Gianni Buquicchio, the President of the European Commission for Democracy through Law, participated in the activities of the international conference. On the behalf of the Constitutional Court of the Republic of Armenia Anahit Manasyan extended congratulations and presented report titled “The Execution of the Constitutional Court Decisions as a Guarantee for Strengthening the Constitutionalism”.

THE AMBASSADOR OF FRANCE AT THE CONSTITUTIONAL COURT

On March 11, 2014 the President of the Constitutional Court of the Republic of Armenia Mr. G. Harutyunyan received the Ambassador Plenipotentiary and Extraordinary of the French Republic in the Republic of Armenia H.E. Henri Reynaud.

The sides discussed issues regarding the further development of the relations between the Constitutional Court of the RA and the Constitutional Council of France. Upon the request of the Ambassador Mr. Harutyunyan gave some information about the current processes of drafting of the concept of the constitutional reforms in the Republic of Armenia. Mr. Reynaud suggested the support of the French side to those actions.

WORKING MEETING

On February 6-7, 2014 the members of the Expert Commission of the Constitutional Reforms of the Republic of Armenia had working meeting with the experts of the European Commission for Democracy through Law of the Council of Europe (the Venice Commission). During the meeting, the following conceptual issues were discussed:

a) Constitutional Approaches towards the Implementation of the Rule of Law Principle (rapporteur G. Harutyunyan),

b) Classification and Limitation of the Rights (rapporteur G. Muradyan),

c) Guarantees of Implementation of the Constitutional Principle of the Social State (rapporteur D. Harutyunyan),

d) Selection of the Model of Electoral System (rapporteur H. Tovmasyan),

e) Institute of Referendum (rapporteur G. Danielyan),

f) Structure of the Constitution (rapporteur G. Harutyunyan).

The next round of consultations with the experts of the Venice Commission will take place on March 20, 2014.

FURTHER COOPERATION PROGRAMS

On February 5, 2014 Mr. G. Harutyunyan, the President of the Constitutional Court of the Republic of Armenia, received Mr. Thomas Meyer, the Head of Advice on Legal and Judicial Reform in the South Caucasus of the German Society for International Cooperation (GIZ), Mr. Arved Greiner, the representative of the Head-Office of the German Society for International Cooperation (GIZ), Mr. Vardan Poghosyan, the Head of the GIZ Legal Program in Armenia and Mr. Jens Porzucek, the Legal Adviser of the GIZ Program in Armenia.

The RA Constitutional Court and the GIZ have started cooperation since 2008. Within the last years several joint seminars and open discussions were conducted for the Members and the Staff of the Constitutional Court of the Republic, which contributed to the exchange of experience and formation of new approaches.

The sides emphasized the importance of the implemented activities and drafted new cooperation programs for the upcoming years.
