WORKING VISIT TO LATVIA OF THE DELEGATION OF THE CONSTITUTIONAL COURT WITHIN BILATERAL COOPERATION COMPLETED

As already mentioned, On November 27-30, 2019, upon the invitation of Ms Ineta Ziemele, President of the Constitutional Court of the Republic of Latvia, the delegation headed by Hrayr Tovmasyan, President of the Constitutional Court of the Republic of Armenia paid a working visit to Riga.

The meeting was aimed at enhancing the judicial dialogue between the European Union and the third countries, exchanging experience and information on existing achievements, including the achievements of the Republic of Latvia on the separation of powers and the strengthening of the rule of law.

 

The agenda of the meeting included:

Developments of a number of issues stipulated in the recent decisions of the two courts;

Assessments of the two courts concerning the clarity of the law and legal gaps;

Independence of courts and judges;

Responsibility and immunity of public officials.

 

The aforementioned bilateral cooperation between the two courts reaffirmed the strong bond friendship and partnership established over the years based on effective cooperation that will be continued next year in Yerevan in the framework of a similar meeting at the invitation of Hrayr Tovmasyan, President of the Constitutional Court.

WORKING VISIT OF THE CC DELEGATION TO LATVIA

On November 27-30, 2019, upon the invitation of Ms Ineta Ziemele, President of the Constitutional Court of the Republic of Latvia, the delegation led by Hrayr Tovmasyan, President of the Constitutional Court of the Republic of Armenia is paying a working visit to Riga. During the visit, thematic discussions on relevant issues of mutual interest in the field of constitutional justice and further intensification and consolidation of the proactive communications between the two courts are planned to be held.

THE RA CONSTITUTIONAL COURT DELEGATION PARTICIPATED IN THE WORK OF THE INTERNATIONAL CONFERENCE IN WARSAW

On November 21-22, 2019, Ashot Khachatryan and Araik Tunyan, Judges of the RA Constitutional Court and Edgar Ghazaryan, Head of Staff of the Constitutional Court paid a working visit to Warsaw at the invitation of the Constitutional Tribunal of the Republic of Poland, where the International Conference “Criminalization – Ideas and Restrictions” dedicated to the 100th Anniversary of Establishing the Criminal-Law Division of the Polish Law Codification Commission took place. The Conference was attended by the delegations from the constitutional courts and law enforcement agencies of more than two dozen countries and high-level delegations from a number of international institutions.

During the conference, Ashot Khachatryan, Judge of the RA Constitutional Court, made a presentation on “Problems of Constitutionalization of Criminal Law: Issues of Theory and Practice in Relation to Constitutional Policy” and Araik Tunyan, Judge of the Constitutional Court presented the report on “Some Issues of Decriminalization of Private Law Violations”.

Within the framework of the visit, the delegation of the Constitutional Court also had short talks with the representatives of the Constitutional Tribunal of the Republic of Poland and other international partners.

HRAYR TOVMASYAN HOSTED THE AMBASSADOR OF THE PEOPLE'S REPUBLIC OF CHINA

On October 9, 2019, Hrayr Tovmasyan, President of the Constitutional Court, hosted H.E. Mr. Tian Erlong, Ambassador Extraordinary and Plenipotentiary to the Republic of Armenia. The meeting was initiated by the Chinese side.

During the meeting, the parties highlighted the importance of warm and friendly ties between the two nations, high level of relations and expressed hope that the cooperation would be further strengthened in the future. Hrayr Tovmasyan, President of the Constitutional Court passed his congratulations to the Ambassador on the occasion of the national holiday of China.

The interlocutors also referred to the reforms in the judicial and legal sphere in the Republic of Armenia and developments within that framework.

CONSTITUTIONAL COURT HOSTS STUDENTS OF LEV TOLSTOY PRIMARY SCHOOL

On October 8, 2019, a group of students of Lev Tolstoy Primary School visited the Constitutional Court. Accompanied by Edgar Ghazaryan, the Chief of Staff of the Court, the guests toured the Court. During the tour, they were shown the original copy of the Constitution exhibited in the lounge of the Court and were hosted in the session hall, where they were introduced to the Court decisions and procedures.

Within the framework of the visit, Alvina Gyulumyan, Judge of the Constitutional Court also had a discussion with the students. During the meeting, Ms Gyulumyan presented the essence, goals and significance of the Constitution, as well as the scope of powers of the Constitutional Court.

Ms Gyulumyan attached importance to the role of the Constitutional Court decisions in the light of the provisions of the 2015 Constitution, as well as highlighted the important role of ensuring the principle of separation of powers by the Constitution and judicial independence in the realization of democracy. Judge Alvina Gyulumyan also answered the students' questions.

HRAYR TOVMASYAN HOSTED THE NEWLY APPOINTED AMBASSADOR OF GERMANY TO ARMENIA

On October 8, 2019, Hrayr Tovmasyan, President of the Constitutional Court hosted the newly appointed Ambassador Extraordinary and Plenipotentiary H.E. Mr. Michael Johannes Banzhaf.

The President of the Constitutional Court welcomed the Ambassador and congratulated him on the start of his diplomatic mission in Armenia, wishing him fruitful work in the sphere of the important development of Armenian-German friendly relations. The Ambassador touched upon the warm and cooperative relations between the Constitutional Court and the Embassy of Germany and expressed his commitment that effective and active cooperation would be continuous.

Hrayr Tovmasyan presented the friendly and partnership relations established between the Constitutional Courts of Armenia and Germany, touching upon the details of the efficient visit of the representative delegation headed by the President of the Constitutional Court of Germany to Armenia in 2019. H. Tovmasyan informed the Ambassador that a delegation headed by him is expected to visit Germany in early 2020.

The President of the RA Constitutional Court also expressed satisfaction with the effective cooperation with the legal program of the German International Cooperation Organization (GIZ) and the Armenian branch of the Konrad Adenauer Foundation, highly appreciating the exchange of experience with German partners and experts in the field of constitutional law.

The interlocutors also touched upon the current problems and reforms of the judicial sphere in the Republic of Armenia, highlighting their implementation in accordance with the RA Constitution and the international commitments of Armenia.

On September 17, 2019, Hrayr Tovmasyan, President of the Constitutional Court hosted the members of the expert group of the European Commission for Democracy through Law of the Council of Europe (Venice Commission) who was in Armenia at the invitation of the Ministry of Justice of the Republic of Armenia.

During the meeting the parties touched upon the context and process of reforms in judicial-legal and anti-corruption areas. The parties highlighted the contribution and advice of international partners in implementing these reforms.

HIGH-LEVEL CONFERENCE IN PARIS

On September 12-13, 2019, Ms Alvina Gyulumyan, Judge of the RA Constitutional Court participated in the Conference of the Chief Justices of the Supreme Courts of the Council of Europe Member States organized by the Constitutional Council, the State Council and the Court of Cassation of the French Republic. This high-level conference was organized within the framework of the French Chairmanship of the Committee of Ministers of the Council of Europe, which focuses on strengthening the European system of human rights protection, promoting equality and coexistence, the rule of law and confronting new challenges in the field of human rights.

In addition to the two Plenary Sessions of the Conference, thematic seminars and discussions on domestic courts and ECHR relations, effective judicial remedies and freedom of speech and expression were also organized.

The event was attended by the representatives of over 100 courts of the Council of Europe member states, as well as representatives of the European Court of Human Rights and other European supranational bodies. The participants of the conference were also hosted at the Elysee Palace by the President of the French Republic H.E. Emmanuel Macron.

MEETING WITH THE HEAD OF THE KONRAD ADENAUER FOUNDATION REGIONAL PROGRAM

On August 1, 2019, Hrayr Tovmasyan, President of the Constitutional Court hosted Thomas Schrapel, Head of the Konrad Adenauer Foundation Regional Program, and Liana Marukyan, Head of the Yerevan Office Project of the Foundation.

During the meeting the parties discussed the issues on the specific plans and events to be implemented in the framework of the Memorandum of Understanding signed between the Constitutional Court and the Foundation on July 4, 2019.

Hrayr Tovmasyan, President of the Constitutional Court expressed his satisfaction with joint efforts in the process of implementing the agreements reached with the Konrad Adenauer Foundation and expressed hope that the results would be visible in the nearest future. In particular, certain steps were undertaken to conduct a joint discussion of the study of German practice in October 2019 and to hold a joint conference within the framework of the Day of the Constitution of the Republic of Armenia on July 5, 2020.

Amongst other issues of mutual interest the parties discussed the idea to conduct a competition among the students and law professors of the leading Armenian universities on scientific articles of constitutional law during this and next year, and granting scholarships to the best authors.

The Konrad Adenauer Foundation expressed the readiness to provide the necessary support to other programs and initiatives which are planned by the Constitutional Court.

On July 24, 2019, Hrayr Tovmasyan, President of the Constitutional Court, hosted the representatives of the UNDP Technical Scoping Mission on Justice Sector Reforms: Jason Gluck, Policy Specialist, Political Dialogue and Constitutional Processes, UNDP, Ainura Bekkoenova, UNDP Human Rights and Rule of Law Specialist, Jan van Zil Smith, representative of the Bingham Center for the Rule of Law, Constantin Palikarsky, Crime Prevention and Criminal Justice Officer, Aida Arutyunova, Anti-Corruption Programme Manager, UNDP, and Marine Malkhasyan, Project Coordinator, Justice Program, UNDP.

The issues of judicial and legal reforms in the Republic of Armenia were touched upon during the meeting. Hrayr Tovmasyan presented the role of the Constitutional Court in the system of judicial power, the main functions of the Constitutional Court prescribed by the Constitution, and the practice of their implementation. The President of the Constitutional Court answered questions of the guests related to the discussed reforms in the judicial system and other issues.

VISIT OF THE DELEGATION OF THE CONSTITUTIONAL COURT TO GOSHAVANK

On July 5, 2019, on the occasion of the Day of the Constitution and State Symbols of the Republic of Armenia, the delegation of the Constitutional Court of the Republic of Armenia led by Hrayr Tovmasyan, President of the Constitutional Court visited the Goshavank Monastery Complex to honour Mkhitar Gosh, a prominent medieval Armenian thinker, theologian, priest and a philosopher. Hrayr Tovmasyan and the judges of the Constitutional Court laid flowers on the monument of Mkhitar Gosh, had a tour in the Monastery learning more about the history of the Monastery and the activities of Mkhitar Gosh.

The delegation also visited the Haghartsin Monastery Complex, met with Bishop Bagrat Galstyan, the Primate of the Tavush Diocese of the Armenian Apostolic Holy Church. The Primate of the Diocese shared with the guests the current projects which are implemented by the Tavush Diocese of the Armenian Apostolic Holy Church. They also discussed the possibilities of implementing legal, scientific, educational and cultural programs in the Goshavank Monastery Complex, as well as the format of cooperation with the Constitutional Court.

MEMORANDUM OF MUTUAL UNDERSTANDING WAS SIGNED BETWEEN THE CONSTITUTIONAL COURT AND THE ARMENIAN BRANCH OF KONRAD ADENAUER FOUNDATION

On July 4, 2019, Hrayr Tovmasyan, President of the Constitutional Court and Thomas Schrapel, Head of the Regional Program Political Dialogue of the Konrad Adenauer Foundation in Armenia signed a memorandum of understanding for a three-year term. The objective of the Memorandum of Understanding is to provide a framework of cooperation, to share experiences on the constitutional law and to promote legal dialogue.

In his welcoming speech, Hrayr Tovmasyan, President of the Constitutional Court emphasized the importance of the Armenian-German legal cooperation at various levels and expressed hope that this Memorandum would be a sound base for the further strengthening of the Armenian-German relations. The signatories of the Memorandum emphasized the importance of such cooperation in the issues of democracy, the rule of law and the protection of fundamental freedoms.

The ceremony of signing the Memorandum was attended by the judges of the RA Constitutional Court, committing officers of the staff, as well as representatives of the Conrad Adenauer Foundation.

VAHE GRIGORYAN TAKES THE OFFICE AT THE CONSTITUTIONAL COURT

On June 20, 2019, Vahe Grigoryan swore the oath at the RA National Assembly and took the office as a judge of the RA Constitutional Court. V. Grigoryan was nominated for the vacant position of the judge to the Constitutional Court by the President of Armenia. On 18 June 2019 he was elected by the National Assembly of Armenia by secret ballot, with 99 votes for and 22 against.

MEETING WITH THE AMBASSADOR EXTRAORDINARY AND PLENIPOTENTIARY OF THE RUSSIAN FEDERATION TO THE REPUBLIC OF ARMENIA

On June 19, 2019, Hrayr Tovmasyan, President of the Constitutional Court hosted Sergei Kopirkin (at the initiative of the latter), Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Republic of Armenia.

During the meeting the parties touched upon the Armenian-Russian cooperation in the field of constitutional justice. Hrayr Tovmasyan, President of the Constitutional Court informed the Ambassador about the visit of his delegation to Saint Petersburg in May 2019, which was held at the invitation of the President of the Constitutional Court of the Russian Federation.

The parties also touched upon the issues related to the judicial system of Armenia, and other issues.

On May 30-31, 2019, Minsk hosted the conference "Modern Constitutional Progress: the Role of Constitutional Review in the Constitutional Process of Law " dedicated to the 25th anniversary of the foundation of the Constitutional Court of the Republic of Belarus. Representatives of nearly two dozen constitutional courts, as well as Ms. Herdis Thorgeirsdóttir, Vice President of the Venice Commission of the Council of Europe took part in the conference.

Judge Ashot Khachatryan, who spoke on "Constitutional Policy and Constitutional Justice: the Issues of Correlation in the Context of the "Influence of Law Politicization", participated in the conference on behalf of the Constitutional Court of the Republic of Armenia.

VISIT OF THE DELEGATION OF THE CONSTITUTIONAL COURT TO BRATISLAVA

On May 26-29, 2019, at the invitation of the Supreme Court of the Slovak Republic, Araik Tunyan, Judge of the RA Constitutional Court participated in the work of the 9th Conference of the Presidents of the Supreme Courts of Central and Eastern Europe, which was convened in Bratislava.

Representatives of jurisdictions of more than three dozen states, including presidents and judges of the Supreme Court of the Russian Federation and the United States participated in the conference.

Within the framework of the conference the participants actively discussed the issues of public perception of the role of courts, the supreme courts, the unity of the case law and the role of human rights protection as well as effective disciplinary mechanisms.

FAREWELL MEETING WITH AMBASSADOR OF THE FEDERAL REPUBLIC OF GERMANY

On June 5, 2019, President of the Constitutional Court Hrayr Tovmasyan hosted Matias Kisler, Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Germany to Armenia upon completion of his diplomatic mission in Armenia.

The President of the Constitutional Court thanked the Ambassador for effective cooperation and wished him further success.

The Ambassador thanked the Constitutional Court and Hrayr Tovmasyan personally for the active and productive cooperation in recent times which made possible to organize a substantial and productive visit of the delegation headed by the Chairman of the Federal Constitutional Court of the Federal Republic of Germany to Armenia.

Hrayr Tovmasyan highly appreciated the effective cooperation of the Constitutional Court with the GIZ legal program, which assisted to implement numerous exchange programs with the German partners in the field of constitutional law. The interlocutors also touched upon the reforms and problems of the judiciary in the Republic of Armenia, highlighting the implementation of these reforms in line with the RA Constitution and international commitments.

At the end of the meeting Hrayr Tovmasyan noted that Matias Kisler will be remembered in Armenia as a well-known and successful diplomat whose mission has registered new successes for the strengthening and promoting the interrelations between Armenia and Germany in different spheres. The Ambassador noted that he was leaving Armenia with positive impressions.

On May 30, 2019, Hrayr Tovmasyan, President of the Constitutional Court of the Republic of Armenia hosted the high-ranking delegation of the Council of Europe composed of Christos Giakoumopoulos, Director General of Human Rights and Rule of Law of the Council of Europe, Thomas Markert, Secretary of the Venice Commission of the Council of Europe, Hanne Juncker, Head of the Department of Justice and Legal Cooperation, Gianluca Esposito, Executive Secretary of the Group of States against Corruption (GRECO) of the Council of Europe, Natalia Voutova, Head of the Council of Europe Office in Yerevan, and Maxime Longangue, political adviser to the Directorate of Political Affairs of the Council of Europe.

Welcoming the members of the delegation, Hrayr Tovmasyan, President of the RA Constitutional Court highlighted the importance of their visit to Armenia at this sensitive time of the upcoming reforms in the judiciary system.

The parties mutually underscored that reforms in the judiciary system should be implemented in accordance with the RA Constitution and international commitments.

It should be noted that the purpose of the visit of the CoE delegation is to discuss the independence and integrity of the justice system, compliance with the right to a fair trial, combating corruption, as well as the restitution of illegally acquired assets.

VISIT OF THE DELEGATION OF THE CONSTITUTIONAL COURT TO THE REPUBLIC OF ARTSAKH

On May 24, the delegation led by Hrayr Tovmasyan, President of the Constitutional Court of the Republic of Armenia visited the Republic of Artsakh. Within the framework of the visit Bako Sahakyan, President of the Republic of Artsakh hosted the delegation of the Constitutional Court. Issues related to the cooperation in the judicial sphere were discussed during the meeting. At the same time during the visit the CC delegation had a working meeting with Narine Narimanyan, President of the Supreme Court of the Republic of Artsakh. Hrayr Tovmasyan thanked for the reception and underlined the necessity of the further deepening and strengthening of the relations between the two high courts.

In the framework of the visit to Stepanakert, the CC delegation also had a meeting with Ashot Ghulyan, Chairman of the National Assembly of the Republic of Artsakh and Hovik Jivanyan, Chairman of the NA Standing Committee on State and Legal Affairs. The participants specifically touched upon the legal dialogue between the two states, in particular in the field of constitutional justice.

During the working visit Hrayr Tovmasyan delivered a public lecture for the professors and students of the Faculty of History and Law of Artsakh State University.

THEMATIC DELIBERATION ON THE RIGHT TO PROPERTY

On May 22, 2019, within the framework of cooperation between the Constitutional Court of the Republic of Armenia and the German Society for International Cooperation (GIZ), а deliberation was launched with Prof. Dr. Michael Eichberger, former Judge of the Federal Constitutional Court of Germany and Prof. Dr. Rüdiger Rubel, Chairman at the Federal Administrative Court of Germany in the library of the Constitutional Court. The deliberation focused on the right to property, in particular, referred to the dogmatics of article 14 of the Constitution of Germany (the right to property) pursuant to the Federal Constitutional Court of Germany.

Hrayr Tovmasyan, President of the RA Constitutional Court, judges and staff members contributed in the discussion. In his welcome address, Hrayr Tovmasyan, President of the RA Constitutional Court, emphasized the organization of such sectoral discussions and looked forward to the continuous and mutually beneficial cooperation with the German Society for International Cooperation.

The discussion was complemented by a broad question-and-answer exchange.

DELEGATION OF THE CONSTITUTIONAL COURT PARTICIPATED IN THE IX SAINT PETERSBURG INTERNATIONAL LEGAL FORUM

On May 14 -15, at the invitation of the President of the Constitutional Court of the Russian Federation, the delegation headed by Hrayr Tovmasyan, President of the RA Constitutional Court paid a working visit at the IX St. Petersburg International Legal Forum.

Within the framework of the forum, the delegation participated in the work of the international conference titled “Constitutional Identity and Common Values”, organized by the Constitutional Court of the Russian Federation, which was attended by the delegations of the Constitutional Courts and authorized institutions of more than fourteen countries, the Council of Europe, ECHR and other international organizations. Within the framework of the conference, President Hrayr Tovmasyan delivered a thematic speech.

During the visit, Hrayr Tovmasyan, President of the Constitutional Court had private meetings with Valery Zorkin, President of the Constitutional Court of the Russian Federation and Alexander Konovalov, Minister of Justice.

Within the framework of the visit, the delegation participated in other thematic events planned by the IX St. Petersburg International Legal Forum.

VISIT OF THE STUDENTS OF LOMONOSOV MOSCOW STATE UNIVERSITY TO THE CONSTITUTIONAL COURT

On May 2, 2019, the students of Lomonosov Moscow State University, led by Gayane Davidyan, Professor of the Moscow State University, were hosted by the Constitutional Court of the Republic of Armenia on a cognitive visit.

During the meeting Judge Ashot Khachatryan familiarized the students with the Armenian law, the history, structure, functions and working methodology of the RA Constitutional Court, the Constitution of the Republic of Armenia and the process of constitutional reforms. Various aspects of cooperation between the Constitutional Courts of Armenia and other countries (including the Russian Federation) were presented. Judge of the Constitutional Court Ashot Khachatryan answered numerous questions of the students.

SCHOOLCHILDREN OF VILLAGE OF AZATAN VISITED THE CONSTITUTIONAL COURT

On April 30, 2019, the RA Constitutional Court hosted the pupils of the school of Azatan village of Shirak Marz, accompanied by the school principal and teachers.

Within the framework of the visit, the schoolchildren attended the session of the Constitutional Court, after which they met with Arevik Petrosyan, the Judge Constitutional Court. The latter presented in detail the legal regulations related to the judicial system in the Republic of Armenia, in particular the Constitutional Court, the scope of its activities, powers, procedures for receiving applications, legislative regulations related to the election of judges and terms of office, etc. Hrayr Tovmasyan, President of the Constitutional Court, joined the schoolchildren, continuing the conversation with them in a warm and immediate atmosphere, talking about the importance of education and knowledge in achieving professional success.

CZECH PARLIAMENTARIANS VISIT TO THE CONSTITUTIONAL COURT

On April 29, 2019, Hrayr Tovmasyan, President of the RA Constitutional Court hosted the members of the delegation led by Marek Benda, Chairman of the Constitutional and Legal Affairs Committee of the Chamber of Deputies of the Czech Parliament.

At the request of Marek Benda, head of the delegation, Hrayr Tovmasyan presented the main specificities of the constitutional reforms in Armenia in 2015, detailing the changes regarding the composition and powers of the Constitutional Court. At the guests' request, Hrayr Tovmasyan also introduced the current activities of the RA Constitutional Court, the applications examined in the court and the issues raised in the applications, etc.

During the meeting both sides highlighted the exchange of experience in the judicial reform and the development of cooperation between the judicial powers, including the Constitutional Courts of the Republic of Armenia and Czech Republic.

THE VISIT OF THE DELEGATION OF THE CONSTITUTIONAL COURT OF THE FEDERAL REPUBLIC OF GERMANY TO ARMENIA LED BY ANDREAS VOßKUHLE, PRESIDENT OF THE COURT, CONCLUDED

The official visit of the delegation of the Constitutional Court of the Federal Republic of Germany to the Republic of Armenia, led by Andreas Voßkuhle, President of the Court, concluded. The delegation visited the Constitutional Court of Armenia, where the Presidents of the Constitutional Courts of the two countries had a private discussion followed by a working discussion on the “Scope of consideration of individual complaint in constitutional litigation”. The participants also discussed a number of decisions of the Constitutional Courts of the two countries.

In the framework of the visit, the delegation members visited the Tsitsernakaberd Memorial Complex and paid tribute to the memory of the victims of the Armenian Genocide. The delegation also visited the Genocide Museum-Institute, where Andreas Voßkuhle made a note in the memorial book of the Museum.

During the visit, the delegation met with the President and Prime Minister of Armenia. The guests visited the Mother See of Holy Etchmiadzin, where the delegation had an audience with the Catholicos of All Armenians. Then the delegation members familiarized themselves with the exposition of the Treasury Museum of Holy Echmiadzin.

On April 4-5, upon the invitation of the Constitutional Court of the Republic of Armenia, the delegation of the Constitutional Court of the Federal Republic of Germany led by Andreas Voßkuhle, President of the Constitutional Court will be on an official visit to Armenia. The delegation comprises Stephan Harbarth, Vice-President, Chairperson of the First Senate, as well as Justices of the Court and the Chief of Staff.

The purpose of the visit is to further strengthen bilateral legal cooperation and exchange experience in the implementation of constitutional justice. Official and working meetings are scheduled during the visit.

A GROUP OF SCHOOL STUDENTS VISITED THE RA CONSTITUTIONAL COURT

On 26 March 2019, Hrayr Tovmasyan, President of the RA Constitutional Court hosted a group of school students who made a study visit to the RA Constitutional Court within the framework of the “Youth Integrated in the Society 2018-2019” Program. The Program is implemented by the “World Vision Armenia” organization and “Jinishian Memorial Foundation”. About 30 school students from different communities of Gegharkunik Marz who visited the Constitutional Court are members of discussion clubs operating in their schools. During the meeting, Hrayr Tovmasyan introduced them the peculiarities of the activities of the Constitutional Court, the legal system of the Republic of Armenia, and answered their questions.

The school students together with Hrayr Tovmasyan, President of the RA Constitutional Court were also familiarized with the Court building.
